Project Summary:
The Colombia Monitoring, Evaluation, and Learning (MEL) Activity provides USAID/Colombia with technical and advisory services related to the MEL of USAID/Colombia projects and activities. To support this purpose, Panagora Group, and its subcontractor Management Systems International (MSI) will provide technical advisory MEL services to the USAID/Colombia Mission. These include monitoring support services, performance and impact evaluations, studies, and assessments. These efforts will facilitate informed program management choices, shape the long-term strategic direction of programs and decision-making within the Mission.
The purpose of this final performance evaluation is to assess whether the VISP's interventions, deliverables, outcomes, and results have been accomplished according to its theory of change and results framework. Additionally, this evaluation intends to consider the socio-political context and the COVID-19 pandemic. Finally, the results of this evaluation will support USAID/Colombia in making informed conclusions about the design and management of upcoming programming decisions.

Position Summary:
The Victims Institutional & Legal Affairs Expert will support the evaluation design, implementation, and reporting activities for the evaluation. The key role of the Victim's Institutional & Legal Expert is to ensure that the design of instruments, data collection, examination and reporting of the evaluation deliverables correctly and appropriately reflect strategic understanding of the policies and institutions addressing the 2011 Victim's Law. The Victims Institutional & Legal Affairs Expert will work closely with the evaluation team and will receive support from the MEL activity leads. The assignment duration is estimated to be 12 months, with initiation anticipated in September 2021, with a part-time dedication.
Responsibilities:
- Support the evaluation design, the theory of change analysis, and the construction of indicators.
- Review primary and secondary sources of information related to legal and institutional issues around the victims.
- Collaborate on the development of the thematic frameworks to address evaluation questions and assure that frameworks reflect a comprehensive understanding of the policies and institutions implementing 2011 Victim's Law.
- Assure that data collection instruments sufficiently and appropriately address evaluation questions pertaining to the development and implementation of policies and institutions to carry out the 2011 Victim's Law.
- Oversee the quality of quantitative and qualitative data collection, in particular data pertaining to policies and institutions implementing the 2011 Victim's Law, assuring that data collected provide available evidence to address such questions.
- Participate in the coding process of the qualitative instruments, and provide a thematic review of the process, in the production or co-production of the codebook.
- Contribute to the analysis of qualitative, quantitative, and secondary information related to legal and institutional issues around the victims.
- Support the Team Leader in other activities as requested, such as in preparing reports and presentations for USAID and the Implementing Partner.
- Perform the application of qualitative instruments in fieldwork for the qualitative data collection.
Qualifications:
- Bachelor's degree in social sciences, law, economics, or another relevant field required; Graduate degree in relevant field preferred.
- At minimum of seven years of relevant experience.
- Experience in legal and institutional issues around the victims required.
- Knowledge of secondary or administrative data on victims' issues is preferred.
- Proven ability to deliver a quality analysis, tables, and written products and explanations.
- Experience with USAID evaluations preferred.
- Ability to conduct interviews and focus groups in Spanish.
- Intermediate or advanced knowledge of both written and oral Spanish and English required.
