Collaborative Learning and Adaptation Team Leader, USAID/Jordan Survivor's Access to Protection from Domestic Violence Activity (Himaya), Amman, Jordan

Proposal Summary:

USAID/Jordan is planning to fund a five-year activity to advance women's rights, enhance access to quality protection services and expand social services to women who are at risk of, or victims of, domestic violence. The Himaya (Protection) Activity will enhance the availability and quality of essential protection services (physical and mental health, justice, policing, and social services) for survivors of domestic violence. The Activity will: (1) build human resource capacity for medical, legal, judicial, police, and social work professionals, (2) build institutional capacity of and coordination among a variety of government ministries and CSOs to provide services, and (3) improve legislation, policy framework, and protocols to advance the protection framework and response to violence.

Position Summary:

The Collaborative Learning and Adaptation (CLA) Team Leader will report to the Chief of Party (COP). This position will inform the COP on activity efficacy and advise them on project direction, using knowledge of trends, data, and cases. They will use qualitative and quantitative data sourced from the electronic referral system (ERS), confidential survivor input and feedback, and other monitoring and evaluation data to test theories of change and improve outcomes, ensuring program activities are survivor-centric in design and implementation.

Responsibilities:

  • Collaborate with technical experts to identify theories of change and help design program activities to test these theories
  • Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes
  • Lead the collection, analysis, documentation, dissemination, and use of best practices and lessons learned
  • Design and implement internal and external knowledge exchange and learning events (e.g., pause and reflect sessions) to improve peer-to-peer learning, knowledge sharing and application
  • Develop and/or maintain strategic relationships with relevant stakeholders to promote effective coordination, collaboration and dissemination of program learning
  • Identify connections to improve internal and external collaboration
  • Promote a culture of continuous learning and improvement among project staff and counterparts
  • Supervise M&E Specialist, Electronic Referral System (ERS) Specialist, and Communications Specialist

Qualifications:

  • Bachelor's degree in law, social work, communications, public health, international development or related field is required; advanced degree preferred
  • Familiarity with the concept of learning, adaptive management (CLA) and demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning
  • Minimum eight (8) years of experience in designing and implementing knowledge management, monitoring and evaluation data, and communications on donor-funded projects; experience must include a minimum of three (3) years using CLA principles and approaches on a USAID-funded project
  • Proven leadership in supervising staff and convening people across technical teams to build consensus and achieve an outcome
  • Knowledge of approaches to overcoming barriers for marginalized populations to access to justice and issues impacting survivors of Sexual & Gender-Based Violence (SGBV)
  • Fluency in English and Arabic including strong writing skills required
