Senior Vice President for Programs, Arlington, VA
Position Summary:
Reporting directly to the company President and serving as an integral member of the Executive Management Team (EMT), the Senior Vice President for Programs (SVP) will be responsible for providing leadership, guidance and management oversight to MSI's Democracy, Governance & Conflict (DGC) division, which includes three practice areas and an initiative focused on gender and social inclusion. The Democracy and Governance division supports client projects in democracy, local and national governance, peace and stabilization, the rule of law and anti-corruption as well as gender.
Each practice areas is headed by a practice area leader. The SVP directly supervises the three practice area leaders, who oversee their respective teams, and has overall supervisory responsibility for the full complement of associated technical staff, currently numbering approximately 21.
The position requires periodic travel.

Responsibilities:
Leadership:
- Contribute to the development of MSI's strategic goals and objectives as a member of the EMT. Translate overall company objectives into practice area goals and priorities, working with technical leads and staff to define expectations and responsibilities. Support corporate business goals
- Successfully represent Tetra Tech and EMT messaging to staff, help explain key corporate directions, initiatives, approaches and reports to DGC and broader MSI staff
- Maintain continuous lines of communication, keeping the President and/or other EMT members informed as appropriate of all critical issues, facilitating cooperation between technical and operational elements of the company
- Oversee and/or directly contribute to company-wide special projects, working groups, or process improvement initiatives as determined by the President and EMT
- Represent the organization externally and within the larger Tetra Tech family as a member of corporate leadership
- Oversee and support the practice area teams in the adaptation and execution of DGC strategies and workplans
- Ensure coordination between DGC practice areas and with other offices within MSI, including operations, business development, contracts and compliance
- Perform other related duties or assignments as required, including engagement with MSI-wide initiatives like the Equity Council
Management:
- Supervise, guide and support three practice area leaders (PALs) and their teams
- Ensure effective coordination among the core practice areas and with other practices areas related to strategy, evaluation and analysis (SEA), education, organizational development and training, and strategic communications. Some DGC related analytic and facilitation work does take place under the SEA practice area, which runs large monitoring, evaluation and learning platforms
- Oversee and support the work of practice area and project/task leads associated with technical staffing and assignment management, including the selection, hiring, development and deployment of home office and field project team resources. Play a role in ensuring staff professional development
- Provide broad oversight for MSI projects associated with the assigned practice areas, helping to ensure technical excellence, management effectiveness, strong reporting, contractual compliance and client satisfaction
- Implementation of the Performance Facilitation Process which includes quarterly discussions with practice area leaders on their performance as well as their implementation of the process with their own staff
Qualifications:
Education:
- Master's degree in social sciences, public administration, management, international development or related field required
Experience:
- Minimum 15 years of experience in international development, with an emphasis on Democracy, Rights and Governance (DRG) and/or conflict mitigation/stabilization programming required
- Seven-10 years of management experience, including in the field working on development projects
- Five-seven years of senior-level management experience including staff mentoring and supervision
- Five years of experience in the home office of an international development consulting firm
- Experience with USAID and other US government foreign affairs/assistance programs or agencies. An active contact base in donor organizations strongly desired. Experience with additional USG/non-USG programs or clients working in relevant areas also desired.
- Experience in business development/marketing for international development
- Experience managing proposal teams and writing winning proposals for the US Government required. Experience responding to RFPs/RFTOPs essential

- Strong technical knowledge in one or more aspects of DRG and conflict/stabilization
- Ability to speak a foreign language preferred. Fluent English speaking, reading and writing required
