Project Summary:
The Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) provides monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.
The Regional Agricultural Development Program – East (RADP-E) provides technical services to targeted agribusinesses to increase the competitiveness of apricot, dairy, tomato, and poultry value chains with the goal of expanding sustainable agriculture-led economic growth in eight target provinces of Eastern Afghanistan. The project is designed to provide technical services to the private sector and producers with the primary aim of increasing their competitiveness through upgrades to products and services, and also improving linkages to buyers contributing to increase commercial viability of supported agribusinesses as well as to improve public and private agricultural services.

Position Summary:
The Team Lead will be responsible for the overall management of the evaluation, including coordinating and packaging the deliverables. The team leader will develop the outline for the draft report, present the report, and after incorporating USAID/Afghanistan staff comments, submit the final report to USAID/Afghanistan within the prescribed timeline. This position will have an estimated level of effort of 59 days.
Responsibilities:
- Coordinate and lead all evaluation activities
- Establish and maintain productive collaborative relationships with a wide range of partners and stakeholders
- Prepare the draft and final reports
- Prepare final presentation of evaluation results to be presented to USAID
- Provide technical guidance to the AMELA staff, consultants and other partners
- Facilitate and contribute to technical and coordination meetings, workshops, learning platforms, capacity building exercises, and other events
- Assist AMELA staff as needed in project management
Qualifications:
- Master's degree in Social Management, Economics or in a related field required
- A minimum of seven years of relevant international development experience required
- Experience in research and analyses, program evaluation and knowledge management
- Extensive knowledge and experience in conducting performance evaluations, required
- Strong evaluation report writing and critical thinking skills required
- Experience working in Afghanistan or similar development environments preferred
- Knowledge of development evaluation techniques preferred
- Experience designing and completing high quality evaluations preferred
- Experience working with USAID and/or other international donors preferred
- English fluency required
