Position Summary: **MSI seeks a technical expert with specializations in the use of IT and social communications technology to enhance government transparency, accountability and effectiveness (eGovernance) that transforms public administration, the provision of public services, and access to public information.
Responsibilities:
- Support field projects to design and implement eGovernance (e-procurement, e-registration, e-services, etc.) and Open Data solutions, implement information security and interoperability of government e-solutions, and assist with implementing social accountability initiatives, including the use of crowdsourcing platforms.
- Contribute to developing project proposals by providing innovative e-solution ideas and approaches.
- Support MSI Home Office IT team with developing and implementing e-solutions for the home office.
Qualifications:
- Master's degree or its equivalent in knowledge/information services, electronic services, public/business administration, or related fields .
- Technical expertise and experience in developing eGovernance solutions (e-procurement, e-services, open data, crowdsourcing platforms, etc.).
- Deep understanding of the related technology, required legislation and policies, and global best practices for policy and practice.
- Knowledge of international standards and best practices for eGovernance solutions.
- Experience working with host country governments and non-governmental actors and experience working on international development programs, especially with USAID.
- Excellent writing, analytical, and communication skills in English. Proficiency in other languages preferred.
