Position Summary:

The Education Technical Associate (TA) will support MSI's international education practice area through research, monitoring, evaluation, assessment, data management, and analysis. The TA's primary assignment will be on the USAID-funded Data and Evidence for Education Programs (DEEP) under the direction of the Deputy Chief of Party (DCOP). The DEEP project supports USAID Center for Education to increase the availability, quality, and use of data and evidence for international education programming. It has three overarching aims for supporting USAID staff and key stakeholders: 1) making evidence-based decisions; 2) informing future education sector programming; and 3) tracking progress toward meeting strategic objectives. In addition, the TA will be expected to support other projects based in headquarters and field offices.

The TA's responsibilities will be in the three areas of management, technical support, and business development. The TA will be responsible for supporting the development of scopes of work and technical work plans, conducting literature reviews and syntheses, participating in analysis and research activities on a diverse array of education topics, compiling data and statistics, and reviewing data and reports for accuracy and relevance. The TA will also conduct quantitative and qualitative analyses, research, and reviews. The TA will be expected to think strategically about the uses of data and how to visualize and present results for effective communication to clients and other stakeholders. The TA will support new business activities through participating in information gathering and proposal writing.

Responsibilities:

  • Communicate with team members, donors, and partners in response to client needs and requirements
  • Contribute to scopes of work, organize and supervise assignments, and ensure quality and timely products
  • Conduct background reviews of relevant literature, articles, research, policies, guides, and reports
  • Develop and implement procedures in data collection, processing, analysis, reporting, and dissemination
  • Analyze and synthesize information and evidence, including both quantitative and qualitative data
  • Collaborate on the preparation of toolkits, manuals, documentation, brochures, briefs, and presentations
  • Serve as a writer/co-writer/reviewer on technical proposals and ensure responsiveness for bids to clients
  • Manage deliverables in a fast-paced environment and work under pressure to meet project deadlines

Qualifications:

  • Master's degree in education, economics, statistics, public policy, international studies, or a related area
  • Minimum 3 years of progressive work experience in national and/or international education settings
  • Background in various aspects of education projects, i.e., teaching/learning, curriculum, and/or assessment
  • Experience in data analysis, data management, and quality control requiring strong attention to detail
  • Skills using software such as Excel, SPSS, R, and/or Stata to analyze assessment and survey data
  • Ability to work with teams of technical directors, managers, and associates, along with project managers
  • Excellent interpersonal, writing, and speaking ability in English; skills in other languages strongly preferred
  • Experience with USAID, World Bank, Peace Corps, or other agencies on development projects preferred
