Project Summary:
Under the recently-awarded Iraq PMES contract, MSI provides USAID/Iraq with utilization-driven support in the areas of project/activity monitoring, evaluation, research, organizational learning, and knowledge management. The primary goal of the contract is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches. The project involves services across four components: (1) Performance Management, (2) Evaluation Services, (3) M&E Capacity Building, and (4) Collaboration, Learning and Adapting. The project will have offices Baghdad and Erbil.
One of the areas of PMES support is in Performance Management. Under this component, PMES has been requested by USAID/Iraq to support the development of a new strategy for the Mission by preparing a series of Situation Snapshots that succinctly describe the current situation in Iraq in the topics of political situation, democracy, human rights and governance, economic and fiscal situation, agriculture and food security, sociodemographic situation, internally-displaced persons, gender and women's rights, vulnerable populations and social inclusion, environmental, education, COVID-19, national strategy and priorities and up to two other topics of importance, to be proposed by the Strategic Advisory Team. Understanding the current context in Iraq on the topics will provide a critical, up-to-date, and data-driven foundation upon which the Mission can begin to build its strategy.

Position Summary:
MSI is seeking an Iraq Subject Matter Specialist (SMS) with a thorough, evidence-based understanding of the current situation in Iraq. The SMS will report to the PMES Senior Monitoring and Evaluation Specialist. The assignment will consist of approximately 10 days of work from mid-February to mid-March. This is a remote position.
Responsibilities:
Develop the Situation Snapshots for the topics listed in the Project Summary
Ensure that each Snapshot is evidence-based and reflect the mutually agreed-upon understanding of the team
Prepare one to two-page Situation Snapshot for each of the topics listed in the Project Summary
Ensure that the Situation Snapshots highlight regional differences, including between Federal Iraq and the Kurdistan Region of Iraq
Prepare presentation for the entire prioritized message for USAID
Make a virtual presentation of the material to USAID leadership
Write an executive summary of the briefing for USAID management
Qualifications:
Master's degree in a relevant discipline required, PhD preferred
Minimum of fifteen years of professional experience conducting analytic work Iraq in three or more of the above-mentioned subject areas
Track record of published research on Iraq
Demonstrated ability to distill complex topics and effectively communicate the salient points
Knowledge of USAID and other international donors that invest in conflict and stabilization
Conversant in various of the above-mentioned topics listed in the Position Summary, with the ability to prepare each Situation Snapshot based on their existing knowledge, with minimal need to research secondary data sources
English fluency required, native or advanced language level competence in Arabic and/or Kurdish preferred
