Project Summary:

Afghanistan's Measure for Accountability and Transparency project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project works closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project also promotes better communication of these reforms to generate more public trust in government. In addition, civil society, business, and the media play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

The Capacity Building Advisor will be responsible for providing technical assistance for the development of targeted capacity building interventions to support the implementation of the redesigned business processes and institutionalize systems at selected government institutions. They will be responsible to design the capacity development approaches to build the institutional capacity of the line ministries and Asan Khedmat (AK). In addition, the Institutional Capacity Building Advisor will be responsible for managing and organizing the capacity building efforts, organizational development and implementation of human resources development initiatives to strengthen Asan Khedmat's institutional capacity to carry out public sector reforms and facilitate citizens access to public services.

Salary: NTA Grad B (Step 1-5)

Responsibilities:

  • Support with facilitation in completion of project deliverables and technical support
  • Collaborate with the project's technical team and embedded advisors
  • Facilitate the development and implementation of capacity development plans for AK and Line Ministries (LMs)
  • Conduct capacity development study/survey of the line ministries, including evaluation of conducted capacity building efforts
  • Suggest effective and inclusive mechanisms for building capacity of employees
  • Conduct SWOT analysis to identify challenges and problems
  • Conduct training needs assessment (TNA) of employees and recommend/conduct required trainings
  • Develop manuals, tools, and standard questionnaires for TNA
  • Develop separate training materials for high and medium level management staff and submit for review and approval
  • Develop proposal on provision of capacity development in line ministries in consideration of their strategic plan and other relevant document and finding of TNAs
  • Conduct capacity development workshops, trainings, seminars for senior and middle management staff
  • Plan and conduct Training of Trainers (TOT) sessions on management, methods of training, development of training material, proposal writing and other relevant trainings
  • Facilitate the development of skills assessment and institutional capacity and performance assessment tools, to review capacities related to implementation of redesigned business process of line departments to improve service delivery
  • Support the development of the capacity development and training plan, training curricula, tools, templates, and other related resources
  • Facilitate the mapping of existing policies, training materials, templates, tools, guidelines, handbooks, and systems
  • Provide coaching, mentoring, and trainings to support the One-Stop-Shops staff
  • Engage with AK & Line Ministries on a regular basis to improve inter- and intra-governmental systems and processes
  • Provide professional advice on improvement of existing documents and design of new policies, procedures, and human resource management
  • Develop guidelines, procedures, and manuals for smooth implementation of the redesigned business process

Qualifications:

  • Bachelor's degree is required, Master's degree is preferred
  • A minimum seven years of experience in a related social science field and experience in institutional capacity building is required
  • Experience in designing and implementing capacity development programs, including on-the-job trainings, coaching, and mentoring
  • Demonstrated experience in institutional capacity development and working with a broad range of counterparts, including high-level government officials
  • Familiarity with public sector reform processes and streamlining of public service delivery
  • Familiarity with the political economic context of public sector reforms
  • Ability to work on a team
  • Strong communications skills
  • Demonstrated track record of creativity, innovation, and flexibility
  • Decision making and organizational skills
  • Skills in work planning preferred
  • Ability to gather data, compile and analyze information, and write reports
  • Conflict resolution and/or mediation skills preferred
  • Fluent English, and professional proficiency in Dari and Pashto (writing and speaking) is required
