Project Summary:
The South Sudan Monitoring and Evaluation Support Project (MESP) will conduct a baseline household survey to gather data for indicators included in the new USAID South Sudan Mission country strategy. The indicators are part of the country strategy performance management plan, which will serve as the Mission's tool for effective management of results in order to achieve the best possible development outcomes that allow for evidence-based decision making, learning, and adaptation. The baseline household survey will occur in six counties of South Sudan – Akobo (Jonglei), Budi (Eastern Equatoria), Duk (Jonglei), Leer (Western Upper Nile), Pibor (Jonglei), and Uror (Jonglei) – between March and May 2021. MESP requires 12 Supervisors, two in each county, will instruct and lead enumerators who will administer the baseline household survey questionnaire.

Position Summary:
The Survey Supervisor will oversee, instruct, and lead enumerators. The Supervisor will have responsibilities prior to, during, and after data collection for the baseline household survey. The consultancy will last 52 days between February through June.
Responsibilities:
Attend and deliver enumerator training sessions ensuring enumerators fully understand their responsibilities and survey concepts
Understand completely the questionnaire administration
Assign enumeration areas to enumerators and follow guidelines for executing the systematic random sampling of households
Prepare a daily itinerary for enumerators including a tentative schedule and path that they can take during the data collection process
Distribution of all survey documents and materials to enumerators
Lead the enumerators and thoroughly understand all aspects of the field operations.
Sample households by conducting random systematic sampling and ensure enumerators visit households in the enumeration area
Contact boma and local chiefs, introducing enumerators to the local leadership on the ground
Maintain constant contact with enumerators
Assist in resolving problems that enumerators encounter
Conduct spot checks of enumerators as they administer the household questionnaire
Conduct final review of questionnaire when enumerator completes administration of questionnaire
Report any issues with enumerators to MSI office in Juba
Coordinate any replacement of enumerators who become sick or cannot properly execute their duties
Check and collect all survey documents and materials, most importantly completed questionnaires, after data collection
Check quality of questionnaires to ensure completeness and accuracy after data collection
Qualifications:
Bachelor's degree in education or statistics is required; Master's degree in education or statistics is preferred
Minimum of ten years of experience in the humanitarian or international development sectors
Experience training enumerators for data collection in South Sudan
Experience applying random sampling techniques
Experience overseeing and managing data collections in South Sudan
Experience with leading household survey data collection preferred
Able to speak, read, and write English is required
Understanding of local language(s) of the county; Classical Arabic, Didinga, Dinka, Jie, Juba Arabic, Murle, Ngalam, Nuer, and Anyuak is required
