Project Summary:
The Increased Demand and Engagement for Accountability (IDEA) Activity aims to strengthen Sri Lanka's civil society sector, with an emphasis on working in all regions of Sri Lanka and supporting civil society organization (CSO) participation in national and local governance processes. IDEA is a four-and-a-half-year (4.5) project ending on August 7, 2022.

Position Summary:
The Senior Program Manager will help design, implement, and oversee grants program of IDEA in Colombo. They will work with the COP and DCOP in the integration of gender, youth, STIP aspects into the program and will monitor the implementation with support from two to three program officers. This will be a full-time position based in Colombo with significant travel to field locations in different parts of the country. The candidate will collaborate and share the program portfolio with the other Senior Program Manager.
Responsibilities:
Help in the design, implementation, and monitoring of grant activities towards achieving IDEA's overall objectives
Ensure integration of gender, youth, and inclusivity concerns throughout the program cycle
Improve grantee capacity on both gender and youth
Address gender equality in their governance and project activities
Manage some of the Colombo-based Program Officers
Directly manage larger grants, particularly those that have gender/rights focus
Track country developments with respect to economic development and governance
Work with the Monitoring and Evaluation Officer(s) to ensure that gender and rights are reflected in indicators, data collection, analysis, and reporting
Qualifications:
Bachelor's degree in social sciences, law, or any other related fields required, master's degree preferred
Minimum of five years of experience in a relief, development, or advocacy agency
Minimum of three years of experience as a manager
Contextual understanding of key governance and rights issues in the country
Knowledge of the civil society organization (CSO) environments including different types of CSO's, actors, and networks
Experience managing and monitoring USAID sub-grants
Significant experience working on gender and rights programs or implementing the gender component of donor-funded programs
Experience working on programs that address gender rights and gender-based violence
Ability to travel to regions outside of Colombo, as needed
Conversant with MS Office applications
Fluency in English and one national language required (Sinhala/Tamil), proficiency in a second national language preferred
