Project Summary:

Afghanistan's Measure for Accountability and Transparency project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business, and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

The International Business Process Redesigning (BPR) Advisor will be working with BPR team of AMANAT to review, analyze and redesign the selected public services delivery processes at line ministries as well as with the Asan Khedmat (AK) team. The International BPR advisor will support the BPR team to apply process improvement, reengineering methodologies, and principles to conduct process modernization across the line ministries. The International BPR advisor will also work with the team to evaluate new IT developments and evolving business requirements and recommend appropriate systems alternatives and enhancements to current systems, and to provide concrete recommendations to ensure efficient design, development, and implementation of the systems at line ministries.

The International BPR advisor will provide workshops and On-The-Job trainings for Asan Khedmat staff, AMANAT BPR and CM team, and line ministries to ensure proper implementation of the redesigned processes and to ensure sustainability of the efforts.

The International BPR advisor is an STTA (Short Term Technical Advisor) position with total 160 days of LOE.

Responsibilities:

  • Provide technical support to document existing processes, analyse data and recommend enhanced/redesigned processes

  • Conduct specialized learning classes for Asan Khedmat staff, BPR and CM National Advisors on business process mapping software and change management

  • Support the BPR team to create BPR manual, BPR and Business Process Improvement (BPI) methodologies and tools

  • Provide recommendations of best practices to the BPR and the AK team to support the implementation of activities using the change management approaches

  • Identify the complicated business processes in the government partner agencies, process simplification techniques and approaches

  • Develop, review and enrich the BPR training package

  • Provide concrete recommendations to support remote trainings/workshops

  • Conduct weekly meetings to solve problems/challenges related to the simplification of business processes in partner agencies

  • Develop concept notes for simplification of complicated business processes including the change management plans, sustainability plans etc

  • Develop and present technical briefs/presentations on successful practices of other countries regarding simplification of complicated business processes and the lessons learned that can be better applied in the context of Afghanistan

  • Conduct assessment of other complicated business processes of government of Afghanistan that are yet to be simplified/redesigned and submit its report to the relevant stakeholders

Qualifications:

  • Master's degree in the field of public administration, business administration or related social science is required

  • Minimum of five years of experience on business process simplification/redesigning is required

  • Demonstrated experience working in or with government entities on public sector reform or business process redesign is required

  • Track record of working effectively with government agencies and facilitating change

  • Knowledge of public services delivery reform processes in the context of Afghanistan or post-conflict countries

  • Knowledge of business process redesign

  • Skills in the use of process mapping/process redesigning software, database management, word processing, spreadsheet, and presentation software is required

  • Institutional capacity building skills on BPR is required

  • English fluency and professional proficiency in Dari and Pashto required
