Position Summary: **

MSI is currently seeking candidates for Chief of Party (COP) roles for future USAID-funded rule of law and justice sector reform projects. The COP will be responsible for providing overall leadership management of the entire program, as well as administrative, financial and technical oversight. They will be responsible for ensuring the completion of all tasks and objectives designated by the client. The positions are all based in developing countries and are dependent upon funding and USAID approval. MSI is seeking both U.S. citizens and local country nationals for these roles.

Responsibilities:

  • The COP will provide overall leadership, management, and general technical direction of the entire program, ensuring an integrated vision among different components and actors, with a focus on achieving the results defined in the contract award.
  • Responsible for the successful implementation of project activities to achieve the results outlined in the contract, as periodically adjusted in consultations between the COP and Tetra Tech MSI and approved by USAID.
  • Oversee management of full-time expatriate and local staff.
  • Lead and oversee technical developments of project components and serve as the primary point of contact with the host government.
  • Serve as primary point of contact with USAID, including the Contracting Officer, Contracting Officer's Representative, and other relevant client actors, as required for successful completion of the project and contract.

  • Determine the need for, qualification, timing, and duration of retention and selection of project staff and consultants and oversee their work.

  • Develop and maintain good working relations with local subcontractors and guide their work and the achievement of their scopes of work.

  • Ensure compliance with the project's monitoring and evaluation goals and reporting requirements.

  • Manage the project budget, including expenditures and allocation and/or reallocation of funds as necessary for the accomplishment of project goals.

  • Maintain relations with USAID and ensure project compliance with USAID regulations.

  • Complete all reporting requirements for weekly, quarterly, and other reports in a timely manner.

  • Maintain regular communication with the Tetra Tech MSI Home Office on important project matters and represent the organization in a professional manner.

  • Ensure all approved documents are submitted to the Development Clearinghouse, as required by USAID.

Qualifications:

  • Minimum of a master's degree in law, criminal justice, public administration, international development or related area; Juris Doctorate or equivalent preferred.

  • Minimum of 8 years' progressive work experience supervising complex donor funded rule of law and democratic governance related projects in emerging democracies, with at least 3 years of which have been spent in COP or DCOP position, or equivalent.

  • Demonstrated capability to work with a broad range of government and judicial institutions, justice sector stakeholders and civil society partners.

  • Expertise in designing and implementing innovative approaches in rule of law and/or justice sector reform.

  • Knowledge of and prior experience working on USAID-funded activities preferred.

  • Demonstrated experience working in other countries required.

  • Strong writing, analytical, speaking and communication skills in English required; skills in a second language preferred.
