Proposal Summary: **

The purpose of this expected five-year activity is to build the Colombian Government's migration management capacity to (1) document and track migrants, (2) refer migrants to municipal level services, and (3) promote social integration and acceptance of migrants. This Activity requires developing plans, policies, and processes related to border management at the national level—particularly Migración Colombia, Cancillería de la República de Colombia, and Gerencia de Fronteras—and those related to service delivery at the subnational and municipal levels. This Activity will help create the legislative and administrative framework to carry out subsequent activities that strengthen economic opportunities and social services, but will focus primarily on improving governance and service delivery. To ensure a holistic and comprehensive response to the migration crisis, this Activity will promote the social and economic integration of migrants, as well as reduced xenophobia in receptor communities.

Position Summaries:

MSI is recruiting qualified Colombian professionals with expertise in the following areas, with specific focus on migrant or internally displaced populations, where possible:

  • Migrant documentation and registration
  • Subnational government service delivery and capacity building
  • Reduction of xenophobia and promotion of social cohesion
  • Gender inclusion and/or inclusion of vulnerable populations
  • Private sector engagement and economic inclusion

These are full-time positions based in Bogotá. Please note these positions are contingent upon funding and USAID approval. Please note that only Colombian citizens are eligible to apply.

Qualifications:

  • A bachelor's degree in political science, international development, management or relevant field.
  • Minimum of five (5) years of demonstrated experience in one or more of the relevant areas of expertise listed above.
  • Experience with complex donor-funded projects required; experience with USAID-funded projects preferred; experience on projects with multiple concurrent activities preferred.
  • Proven organizational skills and experience working in a team environment.
  • Sound knowledge of Colombian political dynamics and social cohesion required; experience working directly with migrant populations along the border or in urban areas preferred.
  • Spoken and written professional proficiency in Spanish and English.
