Project Summary:
MSI is providing assessment and monitoring support services to U.S. Department of Defense (DOD) Geographic Combatant Commands under the Assessment, Monitoring, and Evaluation (AM&E) IDIQ contract. The AM&E IDIQ supports reform of institutional capacity building of partner nations' ministries of defense. Our team supports the monitoring and evaluation of DoD security cooperation initiatives around the world.
Position Summary: Selected candidates will develop and implement programs to build the monitoring and evaluation capabilities of the U.S. security cooperation enterprise. They will provide overall technical management, guidance, and support on AM&E-related projects. Responsibilities include contributing to research and technical writing, supporting client/partner relations, providing technical support to team members, and representing the company at professional meetings and workshops. They will collaborate with the team's Project Managers, Senior Program Analysts, and Program Analysts. They will liaise between MSI's Home Office Technical Team and the AM&E team located in Miami, FL; Tampa, FL; Colorado Springs, CO; Honolulu, HI; & Stuttgart, Germany.

Responsibilities:
- Conduct specific technical assignments related to M&E based on individual sub-specialties within the field
- Lead or serve on assessment teams
- Design templates and process maps for data collection and analysis
- Facilitate PMP development sessions
- Design and deliver training on M&E topics
- Conduct data quality assessments
- Design survey questionnaires and sampling strategies
- Train data collectors and supervise data collection
- Prepare M&E plans and supervise collection of data
- Write analytic reports based on AM&E data and findings
- Other duties as assigned
Qualifications:
- Bachelor's Degree international development, a social science or other M&E related field required; Master's degree preferred
- A minimum of 3 years' experience in M&E of international donor projects is required
- A minimum of 10 years' experience in M&E of international donor projects is required
- Experience across several sub-specialties within M&E preferred, including working directly on USAID evaluation teams, supporting USAID Missions with PMPs, providing technical assistance to USAID implementing partners to develop M&E plans, designing Collaborating, Learning And Adapting (CLA) approaches, developing and/or conducting M&E training
- Experience developing surveys and other data collection instruments, supervising data collection in developing countries, analyzing data and writing up M&E reports preferred
- Strong familiarity with USAID M&E guidelines, ADS 201 and the USAID Program Cycle required.
- Experience with emerging M&E practices such as Collaborating, Learning, And Adapting (CLA), complexity aware monitoring, outcome harvesting, most significant change and other emerging methods preferred
- Ability to develop and maintain relationships with key organizations, working groups, and professionals in the international development M&E sector
- Successful experience in writing proposals for new projects desired, particularly for USAID.
- Strong writing, editing, and data analysis skills required.
- Some travel required
Candidates able to travel for extended periods (6-8 weeks) and/or willing to travel to security-challenged locations preferred
Eligibility for a secret level clearance is required for this position
