Project Summary:
The purpose of Afghanistan Monitoring, Evaluation and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.
USAID and the Government of Afghanistan (GOA) have partnered to help improve electricity access through the Afghanistan Power Transmission Expansion and Connectivity (PTEC) project. Per USAID's request, the MSI AMELA team recently completed a baseline study, the Electricity Access and Socio-Economic Baseline Survey (EASE-BS), to capture starting socioeconomic conditions for the PTEC project. This baseline was the first step in measuring the benefits of this project – increased access to electricity – on households, clinics, schools, and businesses. EASE aims to measure the impact of changes in electricity access on the following socioeconomic dimensions: governance and security, communications, gender, health, environment, and economic growth. In support of this work, MSI has suggested the creation and implementation of special studies to supplement and augment the knowledge being captured by EASE. The team is looking to carry out a non-market valuation study and do so they require the expertise of a economist who specializes in choice experiments and contingent valuation methods.

Position Summary:
Under the direction of the EASE Team Lead, Evaluation Specialists, and AMELA staff, the Economist Researcher will be responsible for designing the non-market valuation study, including the provision of technical guidance for the data collection and support in the analysis of the data. Additional tasks may include participation in meetings with USAID and stakeholders, writing sections in the final report, and sharing lessons with USAID for future assessments using non-market valuation methods. Note that this is a short-term position with and estimated level of effort of 30 days over two to three months starting in mid-December 2020 through mid-March 2021.
Responsibilities:
Design the non-market valuation study appropriate to the Afghanistan EASE sample which includes the creation of the approach, sample selection, tool/instrument design and creation, and calibration process
Provide technical guidance and oversight of the field data collection
Support analysis of the data
Support with writing of technical reports
Participate in meetings with the client and respond to inquiries
Other duties as assigned by the Team Lead
Qualifications:
PhD degree in economics/public policy or a related field required
Minimum of seven years of work experience including primary data collection, analysis, and reporting with a demonstration of expertise in the field such as publications in peer-reviewed journals required
Experience and expertise conducting non-market valuation studies such as choice experiments and contingent valuation in developing countries required
Experience working on USAID projects or work in developing countries preferred
English speaking skills required
