Project Summary: **

The purpose of Afghanistan Monitoring, Evaluation and Learning (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders.

USAID/Afghanistan's Office of Health and Nutrition (OHN) has asked AMELA to conduct an evaluation of the Agency's private sector engagement (PSE) in the Health sector. The evaluation will examine four activities' strategy and engagement of the private sector and how this results in USAID/Afghanistan achieving its health goals. The four activities are: Health Sector Resiliency (HSR); Helping Mothers and Children Thrive (HEMAYAT); Initiative for Hygiene, Sanitation, and Nutrition (IHSAN); and Sustaining Health Outcomes through Private Sector (SHOPS) Plus. In all USAID has asked AMELA to examine 58 interventions. The purpose of the evaluation is to assess the current USAID PSE efforts in health in Afghanistan. The evaluation will help USAID understand which types of PSE activities are worth pursuing and which are not. The evaluation will also ascribe how these activities are aligned with USAID/Afghanistan health goals and the overall USAID policy and strategy for Private Health Sector Engagement. While the main audience for this evaluation is USAID/Afghanistan's OHN, other stakeholders, such as the Ministry of Public Health (MoPH) and health sector partners who focus on PSE, may also use the findings of this evaluation.

Position Summary:

The Health Specialist will be a part of a performance evaluation of PSE interventions across USAID's portfolio. Under the direction of the PSE Team Lead and the Evaluation Team Lead, the PSE Health Specialist will play in integral role in the data collection and then analysis of data for the final report. The Health specialist should have in-depth knowledge of the Afghanistan Health sector and the role that the private sector has in health services. Note that this is a short term position with an estimated level of effort of 30 days over three months starting in mid-November 2020 through end of February 2021

Responsibilities:

  • Assist the Team Lead in the drafting of key deliverables as described in the SOW, such as evaluation plans, instruments and final reports

  • Provide technical expertise to PSE team

  • Undertake interviews and data collection as needed

  • Assist the assignment manager in liaising with various evaluation stakeholders as necessary

  • Support the Project team and USAID to establish and maintain productive collaborative relationships with a wide range of partners and stakeholders

  • Participate in, and contribute to technical and coordination meetings, workshops, learning platforms, capacity building exercises, and other events

  • Contribute to presentations and dissemination efforts as needed

Qualifications:

  • Bachelor's degree in social sciences or a related field required

  • Minimum of seven years of relevant international development experience required in the Health sector in Afghanistan

  • Experience in private sector engagement, and health systems, and evaluation or research

  • Experience working with USAID and/or other international donors, preferred

  • English-language written and oral communication skills, required
