Project Summary:
The purpose of AMELA is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.
The goal of the Private Sector Engagement (PSE) evaluation is to assess the current USAID health PSE efforts in Afghanistan. The evaluation will help to understand what type of PSE activities are worth pursuing and which are not. Also, how these activities are aligned with USAID/Afghanistan health goals; and the overall USAID policy and strategy for Private Health Sector Engagement. The findings of the evaluation will inform USAID/Afghanistan's upcoming PSE efforts and strategy.

Position Summary:
Under the direction of the PSE Team Lead, Evaluation Specialists, and AMELA staff, the Field Researcher will be responsible for primary qualitative data collection for the baseline survey. This will include participating in a qualitative data refresher training, collecting primary data, and supporting in the analysis. Note that this is a short term position with and estimated level of effort of 30 days over two to three months starting in mid-November 2020 through end of January 2021.
Responsibilities:
Participate in a qualitative data collection refresher training
Collect primary qualitative data through key informant interviews or focus groups
Take extensive notes during primary data collection to be shared with the PSE and AMELA team
Provide support in basic translation of notes from Dari/Pashto to English as needed
Support in the data analysis of interviews
Qualifications:
Bachelor's degree in social sciences or a related field required
Minimum of three years of work experience in primary data collection, including interviewing
General understanding of development issues in Afghanistan required, previous experience with USAID programming preferred
Ability to travel to different provinces within Afghanistan required
English and Dari or Pashto speaking skills required
