Project Summary:
This three-year USAID Central Africa Regional Third Party Monitoring (CART) project will establish independent, impartial, timely, responsive, contextualized, and forward-looking third party monitoring (TPM) and operational support services. CART will provide a comprehensive range of verification and outcome monitoring, and learning services that will increase FFP's and its implementing partners' (IP) understanding of the outputs, outcomes, progress, challenges, successes, results, and lessons learned for both emergency and non-emergency activities within CAR, DRC and ROC. This project seeks to improve FFP's capability to utilize humanitarian assistance resources to ameliorate the drivers of poverty and malnutrition characterized by complex emergencies within the region.

Position Summary:
The Senior Monitoring & Evaluation Advisor (SMEA) will provide technical guidance to all M&E team members and conduct quality control and review for all M&E-related products. In addition to regular TPM and situational analysis reports for IPs and USAID/BHA, they are responsible for questionnaires, training materials for enumerators, and organization of and participation in knowledge sharing & learning events. The SMEA must be capable of advising the Contractor on the financial aspects for Surge Options if exercised. The SMEA has oversight for all M&E related Tasks in CAR, DRC, and ROC, and is based at the CART head office in Kinshasa.

Responsibilities:

  • Draft report templates and oversee data analysis and the development of all reports

  • Draft monitoring instruments that will be reviewed by the COP and project director

  • Work with STTA subject matter experts (e.g. for health, livelihoods, WASH, Food Security) for emergency and non-emergency projects

  • Responsible for all Learning events, DQAs and for ensuring quality control of all M&E products, including questionnaires, data analysis and situational reports

  • Supervise a team of data and GIS analysts and the database manager

Qualifications:

  • Master's degree in statistics, physical, environmental or social sciences, agriculture, public health, or a related field required

  • Minimum of ten years of M&E experience, including conducting and managing quantitative and qualitative data collection and analysis related to food security

  • Minimum of seven years of progressively responsible experience in field-based M&E projects

  • Minimum of five years of experience managing diverse teams working on M&E, preferably including TPM

  • Demonstrated knowledge of policies and best practices related to M&E and data quality assurance

  • Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and food security in Sub Saharan Africa

  • Familiarity and experience with donor-supported humanitarian assistance operations in CAR, DRC, and ROC preferred

  • Supervisory experience, including technical and administrative management of subcontractors

  • Technical capability to oversee quality control and workflow on TPM Tasks

  • Excellent oral and written communication, analytical, interpersonal, and team management skills

  • Fluency in French required

  • Advanced-level English preferred
