Project Summary:

Management Systems International (MSI) is sub to Panagora Group in its implementation of the Monitoring, Evaluation and Learning (MEL) Platform for USAID/Indonesia. The Indonesia MEL Platform team will deliver technical, consulting, and advisory services related to monitoring, evaluation and learning and other relevant short, medium, and long-term technical expertise to USAID/Indonesia. MSI will be an integral part of the Panagora team assembled to support the implementation of the USAID/Indonesia Country Development Cooperation Strategy (CDCS) for FY 2021 - FY 2025, its projects and activities. This position is based in Jakarta, Indonesia.

Position Summary:

Data Management and Analysis Specialist is responsible for the design, implementation, management of data collection, analysis, and support of evaluation in accordance with the standards of USAID's Evaluation Policy.

Responsibilities:

  • Design, implement, and/or manage data collection and analysis in accordance with the standards of USAID's Evaluation Policy.
  • Assistance in formulating evaluation questions, determining methodologies for sampling, data collection, and data analysis
  • Assistance with developing data collection instruments, undertaking data collection, recoding, analyzing, reporting and disseminating findings and recommendations and distilling lessons learned
  • Conduct implementation research
  • Conduct secondary analyses of data from relevant surveys and studies using software such as Excel, NVivo, or STAT
  • Support the development of data visualization using software such as Tableau, GIS, or Adobe InDesign
  • Supporting use of evaluation results for adaptive management of activities
  • Prepare data sets and data assets for submission to the USAID Data Development Library (DDL) such as cleaning data sets, anonymizing data, ensuring data collection code books are accurate and complete
  • Other duties assigned by the Senior Monitoring Advisor

Qualifications:

  • Master's degree in statistics, research methods, social science, international development, monitoring and evaluation, public health, social sciences or a related field required
  • Minimum of ten years' experience in the data collection and analysis in an international development context
  • Experience developing data collection instruments
  • Experience managing qualitative and quantitative data collection and analysis
  • Experience developing sampling plans and conducting statistical analysis
  • Strong reporting and writing skills
  • Fluency in written and spoken English and Indonesian required
