Project Summary: **
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption effort, and reduce citizen tolerance to corruption.

Position Summary:
The Senior Project Development Manager (SPDM) will support SACCI leadership in overseeing development and implementation of SACCI technical assistance, grants, and other programmatic activities as well as ensure their alignment with SACCI objectives. The SPDM will coordinate implementation of SACCI activities across three Objective Areas (Anti-Corruption Policy and Legislation, Civic Engagement, and Communications) and cross-cutting activities (gender/vulnerable groups) as they develop programming content and design activities. The SPDM, in cooperation with the Monitoring and Evaluation Expert, will ensure the timely gathering of data for quarterly and annual reports on SACCI and its grantees' activities. The SPDM will report to Deputy Chief of Party (DCOP) and ultimately to Chief of Party (COP). This is a long-term technical assistance (LTTA) position.
Responsibilities:
Oversee work on the programming side for the selection of grant awards
Design and develop the content and activities of SACCI's technical assistance and grant concepts in close collaboration with program component area team leads
Coordinate the efforts of SACCI and its grantees across three Objective Areas (Anti-Corruption Policy and Legislation, Civic Engagement, and Communications) and cross-cutting activities (gender/vulnerable groups)
Ensure consistency with program priorities, goals, and objectives as well as reach expected results
Monitor the implementation of SACCI's activities under technical assistance/MoU and grant agreements
Monitor the changing socio-political climate and developments inside civil society to provide on-going strategic analysis and advice to SACCI
Mentor SACCI programming staff in grants implementation and reporting to ensure alignment with SACCI's Indicators and Expected Results
Contribute to SACCI's quarterly and annual reporting by ensuring the timely and efficient gathering of data on key indicators and deliverables
Manage the program component of the most complex and sensitive grants to achieve SACCI's expected results as needed
Supervise Program Development Specialist and short-term consultants within SACCI's Digitalization/IT technical assistance work
Other duties as assigned
Qualifications
Specialist or Master's degree in international development, international law or economics, public administration, or other relevant fields required
Minimum of ten years of experience in implementation, management, and administration of relevant donor-funded community development projects at the national level in Ukraine
Proven knowledge of local and international NGOs and community-based organizations implementing relevant activities and programs in-country, as well as key governmental actors and stakeholders
Strong organizational, managerial, and administrative skills
Demonstrated analytical ability and understanding of the local and regional political context
Ability to think creatively in conceptualizing relevant technical assistance and grant activities
Prior experience with USAID-funded or other international organization projects and familiarity with USAID communications policies is an asset
Fluency in Ukrainian and proficiency in English
