Project Summary:
The Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) team provides on-the-ground support on performance monitoring, data verification, gender, impact evaluation, output, and environmental compliance, and collaboration, learning and adapting (CLA) assistance to USAID/Mozambique. The MMEMS main office is in Maputo, with field offices in Quelimane and Nampula

Position Summary:
Reporting to the Data Quality Manager and Deputy Chief of Party, the Data Quality Advisor will work collaboratively as part of the MMEMS team to assist in the design, planning, implementation and reposting of all technical activities.
Responsibilities:
Carry out Data Quality Audits for HIV clinical and community indicators, as defined by USAID
Work on the harmonization of the DQ Standard Operating Procedures in partnership with key stakeholders in country, that includes the methodology and steps of the auditing application
Work on the customization/adaptation of the Data Quality Tools into Mozambican context in partnership with key stakeholders in country
Support logistics preparation related to the auditing interventions
Compose the auditing team to conduct the auditing interventions for USG
Actively participate the preparation of preliminary findings and recommendations to USG, MOH and implementing partners who had been audited, in consensus with the auditing team members, including preparation of the final report
Monitor the implementation of proposed strengthening actions based on DQA results that will improve the information system data quality
Support the development of training sessions or supervision visits to audited partners
Participate in technical meetings with key stakeholders to plan DQ interventions and discuss DQA results
Actively participate in the elaboration of annual project work plans and quarterly performance reports
Participate and provide technical support to any other activity/task defined by the COP
Qualifications:
A bachelor's degree required, master's preferred in the field of public health, statistics, and/or other relevant field
Minimum of 3 years of experience in M&E and data quality strengthening
Demonstrated leadership, strategic thinking, organizational, team building, and communication skills
Experience working on donor-funded mechanisms
Demonstrated knowledge of USG policies related to evaluation and performance management
