Project Summary:
The Colombia Monitoring, Evaluation, and Learning (MEL) Activity provides USAID/Colombia with technical and advisory services related to the MEL of USAID/Colombia projects and activities. To support this purpose, Panagora Group and its subcontractor Management Systems International (MSI) will provide technical advisory MEL services to the USAID/Colombia Mission. These include: monitoring support services; performance and impact evaluations, studies and assessments. These efforts will facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission.
MEL will conduct a performance evaluation of the USAID's Safe Steps activity. Safe Steps will implement an informational and educational campaign in 44 municipalities throughout Colombia with the goal of raising awareness of the risks of anti-personal mines and promoting safe behaviors so that people and communities, including educational and local government institutions, can respond effectively to the problem. The evaluation approach includes rolling baselines and performance evaluations in the first two years of activity implementation. The first baseline will take place in the spring of 2021 with a performance evaluation a year later. The second baseline will be undertaken in the spring of 2022 and the corresponding performance evaluation a year later in 2023. As part of the evaluation team, the MEL Activity seeks a Behavior Change Evaluation Specialist with substantial experience assessing changes in knowledge, attitudes and practices. Position Summary:
The Behavior Change Evaluation Specialist provides oversight and ensure quality of data collection for the baselines and performance evaluations. The period of performance of this assignment will be from May 20, 2020 to October 31, 2023 with a part time level of effort.
Responsibilities:
- Lead the design of the methodology and instruments to assess changes in knowledge, attitudes and practices of beneficiaries in the targeted municipalities receiving interventions.
- Assist overseeing and ensuring the quality of data collection for the baselines and performance evaluations.
- Contribute to the analysis of data for both the baselines and performance evaluations, with ownership of the analysis of behavior change data.
- Support the Evaluation Director in preparing reports and presentations for USAID and other key stakeholders.
Qualifications:
- Bachelor's degree in economics, social sciences or other relevant fields required. Master's degree preferred.
- A minimum five years of related experience.
- A minimum two years of experience evaluating and assessing behavior change programs.
- Experience with management, storage and analysis of large datasets; including cleaning data and performing quality reviews.
- Proven ability to deliver a quality analysis, tables, and written products and explanations.
- Advanced knowledge of STATA or similar statistical analysis software.
- Intermediate or advance knowledge of written and spoken English.
- Experience with USAID evaluations preferred but not required.
