Project Summary:

“Afghanistan's Measure for Accountability and Transparency” project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

The land distribution advisor will be responsible for providing technical support to the Afghan Ministry of Refugees and Repatriation (MoRR) to implement Presidential Decree 305 and related guidelines on land distribution. They will support the ministry to formulate and develop required policies and guidelines which facilitate the land distribution process, and to ensure transparency and accountability of the process. The land distribution advisor will be working with the relevant departments of the MoRR to build the capacity of the MoRR staff and the member of provincial consortiums on land distribution process, Decree 305 and related policies and guidelines.

Responsibilities:

  • Provide technical support to Policy and Planning Dept of the MoRR to formulate and develop required land distribution policies and guidelines.
  • Provide support to Legal Support Dept and Policy and Planning Dept of the MoRR to review and analyze the existence land distribution legislation and procedures and develop concrete recommendations.
  • Review the land distribution process, identify redundant steps and corruption risks associated with each step of the process.
  • Provide concrete recommendations to ensure adequate transparency and accountability in the land distribution process.

  • Develop an effective coordination mechanism to ensure proper communication and coordination among various government and non-government entities involved in land distribution process.

  • Build the capacity of the MoRR and provincial consortiums on Decree 305 and related guidelines.

  • Provide technical support to the MoRR for strengthening MoRR's capacity to design, manage, and implement needed land tenure reforms.

  • Provide technical assistance to the MoRR to ensure correct procedures are followed in the provision of land-related service to IDPs and returnees.

  • Provide technical and policy advice to the MoRR on land distribution in the form of written briefs, participation in meetings, and feedback on documents.

  • Provide technical support to the MoRR to implement Decree 305 and its related guidelines on land distributions.

  • Any other task assigned by supervisor.

Qualifications:

  • Bachelor's degree in law, management, social sciences or related field required. Master's degree preferred.
  • A minimum of five years working experience.
  • Strong technical knowledge of land distribution practices, systems, policies and procedures.
  • Experience in managing/coordinating land distribution and/or refugee, returnee and IDP-related affairs.

  • Experience in developing and analyzing public policies, strategies, and guidelines.

  • Experience in institutional capacity building.

  • Fluency in English, and professional proficiency in Dari and Pashto in both writing and speaking skills.

  • Ability to work on a team.

  • Strong communications skills including writing, presentations, and effective listening.

  • Pro-active problem solver.

  • Demonstrated track record of creativity, innovation and flexibility.
