Project Summary:

MSI is building a team to support the Office of the Undersecretary of Defense – Policy (OUSD-P) and the Defense Security Cooperation Agency (DSCA). This team will support military and civilian planners with the achievement of U.S.-led security capacity building efforts worldwide. MSI will support OUSD-P and DSCA with the implementation of monitoring and evaluation systems to improve U.S. returns on security cooperation investment. This includes a team of assessment, monitoring, and evaluation (AME) experts to support the OUSD-P and the DSCA.

Position Summary:

MSI's team will lead the implementation of assessment, monitoring, and evaluation systems to improve U.S. returns on security cooperation investment. This contract represents an opportunity for you, as an M&E expert, to support a new client and offer your first-hand experience to optimize security cooperation activities worldwide. An evaluability assessment is a method for determining: the extent to which a project or activity is ready for an evaluation; the changes that are needed to increase readiness; and the type of evaluation approach most suitable to assess the project or activity's performance and/or impact. The Evaluability Assessment Lead is assigned to DSCA headquarters in Crystal City. They will support the DSCA Institutional Capacity Building (ICB) division.

Responsibilities:

  • Lead the development of a Monitoring Quality Assurance (QA) Checklist.

  • Employ the Monitoring QA Checklist on security cooperation programs.

  • Collect relevant supporting evidence which informs how the Monitoring QA checklist was completed.

  • Share completed Monitoring QA Checklists in a database used for lifecycle management of security cooperation activities and projects.

  • Present Monitoring QA findings based on employment of the checklist to security cooperation stakeholders.

  • Advise on feasibility of training/handing over overall Monitoring QA Process and Products to government stakeholders and offices.

Qualifications:

  • Minimum of seven years of experience leading Evaluability Assessments required.

  • Minimum of five years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a national organization, an NGO/IGO, the United Nations, or private industry required.

  • Minimum of five years of experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, and analyzing the resultant data using quantitative and qualitative methods required.

  • Candidate must be eligible for a Secret security clearance.

  • Two years of experience collaborating with individuals and organizations responsible for global indexes capturing elements of security sector reform (such as, but not limited to, Global Peace Index, Afro barometer, World Justice Project, Armed Conflict Location and Event Data Project) preferred.

  • Five years of experience producing written reports and developing platforms to present monitoring data such as dashboards or other updateable graphic presentations of data and conducting, analyzing, presenting and incorporating program and activity evaluations preferred.

  • Two years of experience coordinating interagency monitoring and evaluation efforts preferred.
