Project Summary:

“Afghanistan's Measure for Accountability and Transparency” project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

The Senior Finance Officer is responsible for all finance tasks related to the assigned project and the assigned project budget, budget projections, and regular reporting of budget vs. actuals. They will be responsible for managing overall accounting and bookkeeping to stay in compliance with USAID and MSI policies to ensure that adequate and appropriate internal controls are in place to meet generally recognized accounting standards as per MSI's policies and procedures. Specific areas of responsibility include financial report preparation for review and submission to MSI Finance and Administration Manager and cash flow management.

Responsibilities:

  • Supervise payroll processing and coordinate with banks on payroll transfers.
  • Monitor the bank accounts, including local and international transfers to suppliers, vendors, and staff.
  • Review and correct as necessary, monthly bank reconciliations.
  • Track and monitor expenditures and ensure transactions are properly supported and documented before recommending for payment.
  • Monitor project prepaid transactions to ensure timely reallocation of costs.
  • Review, analyze and follow up with staff on all balance sheet account reconciliations and outstanding accounts receivable.
  • Review vendor invoices and expense claims of designated project staff.
  • Prepare the vouchers when needed.
  • Data entry using Quick Books Accounting Software.
  • Maintain Petty Cash (including receipt and payment – including affixing PAID stamp).
  • Maintain the Day Book on a regular basis.
  • Prepare daily and monthly cash reconciliation.
  • Prepare Monthly Bank Reconciliation.
  • Prepare monthly fund request.
  • Liaise with bank when required.
  • Prepare and deposit monthly tax payment (income and vendor taxes) to the Ministry of Finance Treasury on time.
  • Support Finance and Administration Manager of the AMANAT Project in preparation of local staff monthly salary payments.
  • Support Finance and Administration Manager in the preparation of monthly reports.
  • Archive the backup finance data on a weekly basis.
  • Work closely with MSI's Tax Consultant in preparing all documentation for project's annual tax filing.
  • Perform any other related duties as assigned by the supervisor(s).

Qualifications:

  • Bachelor's degree required; master's degree preferred.
  • A minimum of five (5) years' experience in finance, business administration, accounting, or related field.
  • Knowledge of using QuickBooks.
  • Understanding and knowledge of USAID and USG finance management and procurement regulations is a must.
  • Previous experience working with an international organization is highly desirable.
  • Knowledge of tax regulations for Afghan Government as they apply to contracts and other payments.
  • English fluency and professional proficiency in Dari and Pashto required (written and spoken).
