Project Summary:

The Armenia Support Initiative seeks to support the Armenian government's technical and operational capacities to define and deliver on its democratic reform agenda; sustain public support for and engagement in the reform process and provide punctual, strategic technical assistance across all levels of government.

Position Summary:

The Procurement Manager (PM) is responsible for overseeing the management of all procurement in the program. The PM will supervise the Procurement Specialists (PS) on all national and regional teams. S/he ensures that procurement processes, procedures, planning, and workflow are carried out in accordance with the agreements on grant activities, implementation plans, MSI policies, and donor standards. S/he will be based in Yerevan and will travel to the regions occasionally when required.

Responsibilities:

  • Supervise Procurement Specialists, track performance, and identify areas for improvement.
  • Coordinate the work of the procurement team and maintain an up-to-date list of all the processes each team member is responsible for, ensuring that all activities of the Program Teams are running efficiently and in a timely manner and keeping with implementation plan times.
  • Support and guide the PS in the preparation of documents such as Memoranda of Negotiation (NM) and Justification & Approval (J & A).
  • Ensure that all procurement processes are carried out in accordance with USAID standards, procedures and specifications established for the program and with transparency from the community perspective.
  • Ensure that these processes are documented in accordance with USAID standards and that recruitment selections are the most reasonable, fair, expeditious, and appropriate under the Procurement Field Guide, including the approval of procurement under delegation of his authority.
  • Participate in team meetings, Yellow Light meetings, final evaluations, and management meetings.
  • Support capacity building and / or training for supervised team members as needed, in coordination with the Operations Manager (OM).
  • If the OM is not available, act as alternate in procurement activities and decisions in coordination with the Finance and Administration Manager.
  • Support PSs in Supplier Development. Identify, contact, visit, and specify key suppliers for different goods and services that may be required by the program, with the purpose of soliciting proposals to award BOAs / BPAs.
  • Review and approve the procurements, especially those in excess of US $3,500, before the purchase order is sent to the supplier. Ensure that procurements of less than US $ 3,500 are made in a transparent manner.
  • Review and approve the disbursement request, and all supporting documents, before the process leader submits it for signature of the OM.
  • Coordinate the competition, as formally defined by objective or amount.
  • Carry out procurements to support specialists when required while maintaining a large workflow.
  • Review and update the Procurement Manual to suggest clarification to the purchasing process, for approval of home office. Identify and incorporate ways to improve the efficiency and effectiveness of the procurement processes of the program.
  • Standardize processes and formats. Once the manual has been reviewed and the adjustments have been approved by the home office, unify the processes, adjust the formats, and develop a tool that facilitates the implementation of the defined process. Suggest changes to the processes and formats as the needs are identified and contribute to a better understanding and operation of the same.

Qualifications:

  • Three to five years of previous experience in a similar position, preferably on fast-paced small grants programs.
  • A Bachelor's degree in a relevant field.
  • Specialized training in procurement and/or logistics management. Knowledge of USAID procurement policies and procedures is desirable.
  • Demonstrated financial and reporting skills.
  • Proven ability to train and/or deliver technical assistance in grants and procurement to government, local CSOs and other beneficiaries.
  • Supervisory experience including team coaching and day to day oversight.
  • Excellent organizational and time management skills.
  • Advanced computer skills, specifically in MS Word, Excel, and Outlook.
  • Determination, commitment, efficiency and adaptability.
  • Excellent communication skills as well as: a) proactive problem-solving abilities independently and with teams, b) a strong service orientation, and c) inter-personal skills, self-awareness and emotional intelligence.
  • Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds.
  • Ability to travel to other project implementation locations.
  • Excellent interpersonal and oral communication skills.
  • Professional working proficiency in English.
