Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Project in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption.
SACCI is seeking to support the government of Ukraine in an effort to elevate its cybersecurity effort and identify possible corruption risks in related sectors. In the time-period between January 2020 and June 2020 SACCI is seeking external expertise to help the Ministry of Digital Transformation develop and manage a number of work-streams in this regard.

Position Summary:
SACCI is looking for a senior-level cybersecurity expert, who would be able to provide inputs to and deliver major sections of the following documents:
- National cyber security transformation roadmap.
- Organizational and technological framework of the national cyber security system.
- List of critical cybersecurity projects in the national and governmental domain.
- Dedicated sections of the Ministry's anti-corruption program.
Expected level of effort: not to exceed 120 expert days.
Responsibilities:**
- Contributing to the design of the National cyber security transformation roadmap.
- Design a recommended draft organizational and technological framework of the national cyber security system.
- Create a draft list of critical cybersecurity projects in the national and governmental domain.
- Contribute to the sections of the Ministry of Digital Transformations anti-corruption program.
Qualifications:**
- Over five (5) years of experience of working directly with the government counterparts on issues of digitization, implementation of complex IT projects and / or developing policy for digitization
- Higher education in information technology, telecommunications, software development, business management for IT or other relevant fields.
- Excellent organizational skills to meet deadlines.
- Fluency in Ukrainian and required. Working knowledge of English.
- Business writing skills and ability to deliver documents for the Government.
