Proposal Summary:
MSI is preparing to bid on the USAID/Yemen Continuous Learning and Evaluation (YCLE) Project. The project anticipates providing a wide range of services to USAID to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen programs; and learn and adapt for improved effectiveness. This contract will result in strengthened Monitoring, Evaluation, and Learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. YCLE will contribute to the U.S. Governments goal in Yemen of laying a stronger foundation for a durable peace and ensuring continued alignment and adaptive management among all Mission activities by providing services across five components: 1.) Performance and Operational Context Monitoring and Verification Services; 2.) Evaluation Services; 3.) Surveys, Analysis, Assessments and Reporting Services; 4.) Collaboration, Learning and Adaptive Management Services; and 5.) Program Support Services. This is a 5-year project scheduled to begin in June 2020.
Position Summary:
MSI is seeking Monitoring, Evaluation and Learning Specialists with experience in international development projects. The position will be responsible for collecting data and conducting monitoring and evaluation in areas required by the contract. Seeking individuals willing to be based in Aden and Marib.
Responsibilities:
- Design data collection instruments for surveys, focus groups and interviews to collect information on the current situation in Yemen as well as the performance of USAID projects.
- Conduct interviews and focus groups with informants in a specific region of Yemen, including Aden and Marib.
- Analyze data and prepare reports in conjunction with senior staff based in Amman, Jordan.
- Serve as a member of evaluation teams, collecting data for performance evaluations.
- Conduct data quality assessments.
- Liaise with local partners conducting M&E activities.
Qualifications:
- Ability to travel within a specific region of Yemen. Preference to candidates based in Aden and Marib.
- Minimum two (2) years experience in monitoring and evaluation (M&E) of international development projects, preferably for USAID.
- Experience developing data collection instruments and collecting data in Yemen.
- Fluent English and Arabic required. Ability to write in English required.
- Bachelors degree required in a field related to monitoring and evaluation (social sciences); masters degree preferred.
