Evaluation of the Advancing Partners and Communities (APC) Grant Improving Health Services and Outcomes in the Ninewa Plains, Iraq

Project Summary:

The MENA MELS Project delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Task Order:

The USAID-funded Advancing Partners and Communities (APC) project, implemented by JSI Research and Training Institute and FHI 360, granted International Medical Corps (IMC) a $4 million sub-award from July 2018-July 2019. The APC project had three primary tasks: (1) improve an essential package of primary health care services to a target population of 64,000 minorities in Iraqs Ninewa Plains; (2) strengthen and integrate mental health and psychosocial services (MHPSS), post-traumatic stress disorder (PTSD) treatment for children, and sexual and gender-based violence (GBV) services; and (3) develop and implement a process to handover health services provision to the Iraqi government at the end of the grant. The program operated in six primary health care centers and one secondary facility in places where religious and ethnic minorities (REM) have limited access to health services. The program documented a sharp increase in the demand for health services post-project.

The purpose of this IMC program evaluation is to assist the USAID Middle East Bureau in examining program results, successes, and challenges that will inform planning for any future health programming in-country.

The subject matter expert in primary health services delivery will provide technical input into the review of the extent to which the project achieved its stated objectives and the factors that contributed to or impeded achievement of both intended and unintended outcomes. As a result of the findings of this evaluation, the subject matter expert will also offer recommendations on what, if any, additional measures are needed to secure better health outcomes for the targeted population.

Position Summary:

MSI is seeking a Subject Matter Expert (hereafter SME) on primary health service delivery to provide technical input on (1) the quality and scope of primary health services delivered by IMC, (2) the outcomes of such services, and (3) the continuing needs for services in the Ninewa Plains. The SME will work in close coordination with the evaluation team leader who is familiar with USAID evaluation standards and reporting requirements. The SME will report to the MENA MELS Chief of Party, coordinating with other team members including the team lead. The team lead will be required to attend meetings in Arlington, VA but also travel to necessary locations as needed.

Responsibilities:

The SME is expected to the responsible for the following:

  • Provide overall technical leadership to the evaluation effort, working in close cooperation with the evaluation team leader.

  • Design the qualitative and quantitative data collection instruments, in coordination with the team leader, which s/he will pretest in the field before administering.

  • Present the preliminary results of his/her fieldwork to a group of the key stakeholders before leaving the country.

  • Analyze the field data collected, lead drafting sections of and participate in reviewing other sections of the report, respond to questions and comments on that draft from the Middle East Bureau and the APC project, revise the report accordingly, and produce a final report.

  • Interface directly with the evaluation team lead; both individuals will follow the guidance of the MENA-MELS Chief of Party in their response to the concerns and interests of the USAID client.

  • Ensure that all products meet the requirements and quality standards of MSI and USAID.

Qualifications:

The SME is expected to have extensive technical experience in primary health care services in resource-restricted environments and knowledge of MHPSS, PTSD treatment, and gender-based violence (GBV). It is preferred that the subject matter expert have knowledge in and/or experience operating a primary health care facility.

  • Must hold a Masters degree in Public Health, MD, or an advanced primary care nursing degree.

  • At least 10 years experience in providing primary health care services in resource-restricted environments and knowledge of MHPSS, PTSD treatment, and GBV

  • Experience in Middle East countries is essential.

  • Outstanding organizational, analytical, writing, and oral presentation skills.

  • Ability to travel to the Ninewa Plains, Iraq.
