Finance and Grants Coordinator

Project Summary:
Increased Demand and Engagement for Accountability (IDEA) is a 4-year USAID funded activity to strengthen the civil society sector with an emphasis on working in all regions of Sri Lanka. Currently, the project is in the second year of implementation. Its objective is to support CSO work on national and local governance issues and to build capacities of CSOs and networks.

Position Summary:
The Finance and Grants Coordinator will assist the Finance and Admin Manager and the Grants Manager. He/she will be based in Colombo with frequent travel to partner organizations within the country.
Responsibilities:
Finance
Support in the preparation of financial statements and projections, for submission to MSI.
Review and process all relevant payments such as travel advances, utilities & handle petty cash
Ensure that office procurement and payment follow MSI and USAID procedures.
Support staff, grantees and partners understand and comply with USAID and MSI financial regulations and procedures in collaboration with the Finance and Admin Manager and Grants Manager.
Review budgets for field activities to insure cost containment policies are applied and costs are in line with market value, in collaboration with the Finance and Admin Manager.
Support in all administrative functions related to the finance department
Grants
Assist in conducting pre-award assessments, budget due diligence of potential grantees to assess financial and accounting systems and determine grant award worthiness
Assist Grants Manager in preparing all relevant grants documents in keeping with USAID and MSI requirements.
Assisting Grants Manager to complete and update files for all grant activities
Guide the grantees in completing required forms and reports for the grants
Monitor grant expenditures against budget
Process grant payments in keeping with USAID and MSI systems
Assisting Grants Manager to maintain the grants tracker and database
Qualifications:
A minimum of 3-5 years experience in finance and grants in an international development organization.
Previous USAID experience would be advantageous.
Should have either relevant financial degree from a recognized university or full or part qualification in accountancy from a professional institute (CIMA/ ACCA/ CMA/ CA).
Skills in accounting software, Advance Excel required
Fluency in English and one national language required; proficiency in a second national language desired and will be a distinct advantage.
