Proposal Summary:

MSI is preparing to bid on the USAID/Yemen Continuous Learning and Evaluation (YCLE) Project. The project anticipates providing a wide range of services to USAID to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen programs; and learn and adapt for improved effectiveness. This contract will result in strengthened Monitoring, Evaluation, and Learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. YCLE will contribute to the U.S. Governments goal in Yemen of laying a stronger foundation for a durable peace and ensuring continued alignment and adaptive management among all Mission activities by providing services across five components: 1.) Performance and Operational Context Monitoring and Verification Services; 2.) Evaluation Services; 3.) Surveys, Analysis, Assessments and Reporting Services; 4.) Collaboration, Learning and Adaptive Management Services; and 5.) Program Support Services. This is a 5-year project scheduled to begin in June 2020.

Position Summary:

MSI is seeking a Chief of Party with experience leading international development projects. The ideal candidate will have at least 15 years of international development programming and management experience, with the ability to recruit and supervise short-term U.S., third-country and local experts, and have strong experience in monitoring and evaluation, preferably of USAID projects. The Chief of Party will be MSIs primary representative in the field and must be capable of representing MSI effectively to USAID, host country governments and other stakeholders.

Responsibilities:

  • Provide overall leadership for the implementation of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.
  • Oversee fulfillment of all contract delivery requirements including reports.
  • Manage and supervise the work of project personnel and subcontractors to achieve project objectives and targets, and ensure timely implementation.
  • Oversee internal management of the project including budget, procurement and security.
  • Serve as principal liaison with USAID, counterparts and stakeholders.

Qualifications:

  • Minimum 15 years of international experience.
  • Masters degree in public administration, international relations, economics, business administration, law or a related field.
  • Substantial technical experience in monitoring and evaluation of international development projects, preferably for USAID or another donor.
  • Prior experience as Chief of Party, or its equivalent, is preferred.
  • Demonstrated strong leadership, management, resourcefulness and integrity.
  • English fluency required and Arabic skills are a plus.
  • Experience in Yemen, the region or conflict environment preferred.
