Project Summary:
MSI, in partnership with the Palladium Group, implements USAID's E3 Analytics and Evaluation Project, which supports the design and implementation of rigorous evaluations for USAID's Bureau for Economic Growth, Education and Environment (E3). Under this Project, the MSI team is conducting a pilot study in Kenya as part of a larger multi-country study examining opportunities for USAID infrastructure investments to assist cities in addressing rapid urbanization and to support internally displaced persons (IDPs).
The study will investigate strategies USAID and partners in infrastructure development can use to support cities facing rapid urbanization and IDPs. The Project team will collect data about how key stakeholders perceive risks from rapid urbanization and IDPs and the types of plans being used to mitigate such challenges and formulate recommendations for Agency staff and others to mitigate those risks.
Position Summary:
MSI is seeking an IDP Country Specialist to advise and support the evaluation team. The IDP Country Specialist will have experience in one of the key sector areas:
Responsibilities:
- Identify government and non-government stakeholders involved in policy creation and mitigation strategies regarding IDPs for interview.
- Provide information about rapid urbanization, population migration, emergency / disaster response, sociological causes and effects of migration, and IDPs in Kenya, trends, and sources of data for the study.
- Assist in data collection by scheduling and conducting interviews and focus groups, as well as reviewing relevant documents and data.
- Assist in coordinating interviews with key stakeholders for data collection.
- Review data collection instruments for cultural sensitivity, country norms, technical accuracy, and improved data quality.
- Contribute to relevant study design proposal sections, including data collection instruments, data collection and analysis plans, work plans, sampling plans, and other relevant sections.
- Participate in relevant USAID meetings, in collaboration with the team.
- Contribute to the analysis and write up of the final report, which may include: reviewing and analyzing secondary documents, conducting key informant interviews (in person and remotely), conducting structured observations on IDP response activities, facilitating group discussions, reviewing trends for the country by sector, and a write-up of sector specific information (if appropriate).
Qualifications:
- Must have at least a master's degree in social science or a related field, Refugee or Migration Studies, Labor Migration, International Development, Labor Economics, Population Studies, City Planning, Urban Planning, or a similar field.
- Minimum 5 years of relevant experience, including experience conducting qualitative data collection in Kenya.
- Prior knowledge and experience working in Kenya, ideally on IDP-related activities.
- Demonstrated knowledge and experience working with local organizations or non-government organizations in Kenya.
- Native or near-native fluency in English including speaking, writing, and reading.
- Outstanding analytical and report writing skills.
