Position Summary:

MIS seeks a detail-oriented Program Analyst to provide high-level technical support to USAID's Bureau for Policy, Planning and Learning (PPL), which develops the policies and strategies that guide USAID's worldwide mission to support countries on their Journey to Self-Reliance. You will support PPL's Deputy Assistant Administrator (DAA), or a designee, in coordinating implementation of the Agency's 'Redefining our Development Relationship with Partner Governments' (RDR) initiative. The RDR initiative seeks to advance the Agency's Journey to Self-Reliance approach by operationalizing a series of interconnected and interrelated reforms to USAID's policies, program practices, and personnel and operational incentives aimed at improving how the Agency (1) incentivizes the commitment and strengthens the capacity of partner governments and (2) coordinates with other bilateral donors and multilateral partners. You will work closely with the DAA, or designee, to convene stakeholders from across a range of Bureaus, Independent Offices (IO), and Missions to implement RDR. You will work with the DAA and these stakeholders to develop an RDR implementation work plan that prioritizes and sequences development of the RDR deliverables, which will include new guidance, trainings, tools, and other resources. You will ensure that implementation roles and responsibilities are clear, that progress is being monitored and reported to Agency leadership, and that the work plan is being executed in a timely manner. You will also play a role, as needed, in the development and delivery of RDR products. Finally, you will support the Bureau in communicating with internal and external stakeholders on progress towards executing the RDR initiative. You will also coordinate with key Washington and field-based stakeholders to integrate RDR across the Agency's Program Cycle.

Responsibilities:

• Convene the relevant Agency stakeholders in Washington and the field to implement RDR and ensure consistent and coherent implementation of Agency policy, guidance, training, and other approaches for effectively fostering partner government commitment and capacity
• Develop a workplan and performance monitoring plan for RDR implementation, track progress towards completing the RDR recommendations, and be accountable to PPL's and the Agency's Front Office for completion of the RDR deliverables
• Support the Bureau on outreach and communication with internal and external stakeholders, through various media, on issues related to partner government engagement as it pertains to the RDR initiative
• Support the drafting of policy papers, guidance documents, reports, briefing materials, and other written documents
• Coordinate with Bureaus, IOs, and Missions to support integration of RDR into country strategies, projects and activities, and Monitoring, Evaluation, and Learning efforts
• Support the Bureau in monitoring Agency-wide implementation of RDR and identifying areas where additional corporate-level coordination is needed to improve partner government engagement

Qualifications:

• US Citizenship required
• Current Secret clearance required
• Master's degree in a relevant field with 5 years of work experience or Bachelor's degree with 10 years' work experience
• Experience working on issues of foreign policy and development required
• Knowledge of the organization required; knowledge of USAID programming and partner government engagement activities, including the use of government-to-government assistance, preferred.
• Strong analytical skills required
• Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents and oral presentations required
• Strong interpersonal skills required, including demonstrated facilitation and coordination skills
• Ability to work effectively both individually and as a member of a team
• Ability to coordinate a high-profile project that involves politically sensitive issues and a range of USAID stakeholders/Bureaus/IOs, and other external actors across the USG with diverse priorities, interests, and equities
• Must be able to develop, manage, and execute a work plan with a long time horizon that involves multiple tasks and stakeholders
• Must be able to organize and use time effectively, and handle multiple tasks simultaneously and work within tight deadlines
