Proposal Summary: **
MSI is seeking full-time and short-term Subject Matter Experts for five-month INL/Mexico-funded project. The goal of this project is to develop a set of parameters and standards for all key justice sector actors and facilities that will ensure an appropriate, professional level of performance of the adversarial criminal justice system in Mexico.
Position Summary:
The Subject Matter Experts will have expertise in one or more of the following areas:
- Accusatory criminal justice system in Mexico and experience as a justice sector implementer (judge, public defender, prosecutor, etc.).
- Data collection methods—both qualitative and quantitative.
- Statistics and/or econometric design and analysis.
- Conceptualization and operationalization of indicators/variables.
- Certification and accreditation processes.
- Courtroom physical features and infrastructure requirements.
- Courtroom technical systems requirements.
Responsibilities:
- Serve as MSI's representative to INL and all other partners and stakeholders.
- Provide subject matter expertise in Mexico's accusatorial criminal justice system, indicator development, or innovative data collection methodologies.
- Responsible for project assessment and implementation.
- Provide deliverables in accordance with the project SOW.
- Maintain open, timely and effective communications with the CO/COR and the INL Mexico City program manager.
- Proactively address potential problems and provide flexible, workable solutions.
- Supervise all contracted staff and consultants and be responsible for the overall performance.
- Coordinate with high-level Mexican and U.S. officials.
Qualifications:
- A Master's degree or equivalent.
- At least five (5) years of experience in at least one of the following areas: designing and conducting large-scale studies, data collection methods, statistics and/or econometric design and analysis, conceptualization and operationalization of indicators, working as a justice sector implementer in the accusatorial system, certification and accreditation processes, courtroom design, or courtroom technical systems.
- English and Spanish speaking and writing skills at Foreign Service Institute (FSI) level 2 or higher, level 3 or higher preferred.
- Experience working on Mexico's criminal justice system preferred.
- Experience working in Mexico or Latin America preferred.
