Program Summary:

The OTI/Colombia program is aimed at helping the Colombian government install its own flexible and efficient rapid response capacity for quick wins; jump starting peace implementation in the most critical national security geographies, and provide punctual, strategic technical assistance across all three levels of government.

Position Summary:

The local architecture and engineering professional will provide technical support to the Colombia Transforma Program team during the identification, structuring, implementation and monitoring of construction activities and in the adaptation of small and medium infrastructure projects. This support includes visits to technical infrastructure sites, support in developing the following areas: tracking and oversight, technical meetings and joint work with communities, ensuring the successful implementation and completion of the program activities in the departments, among others. This position will be based in the programs regional offices.

General: 5 years of experience in the planning and implementation of community focused infrastructure projects.

Specifics: Experience in the planning and implementation of small infrastructure projects, preferably with communities in rural areas and beneficiary populations, and collaboration with local and regional authorities at the national level. Experience as a resident and / or construction manager, contractor, designer, auditor in social infrastructure projects (aqueducts, sewage systems, roads, educational institutions, urban planning, etc.). Technical consultant for small and medium infrastructure projects preferably with Cooperation Programs and experience in implementing Environmental Management Plans is desirable.

Tasks:

1. Coordinate the formulation and implementation of small and medium infrastructure activities in the intervention departments of the Program.

2. Review, verify and approve the budgets, terms of reference and products of the activities

3. Provide technical assistance for the formulation of construction projects and adaptation of small and medium infrastructure.

4. Supervise the works of small and medium infrastructure to ensure their stability.

5. Perform technical support to the Colombia Transforma Program team in the identification and feasibility of the development of small and medium infrastructure activities.

6. Develop infrastructure terms of reference in conjunction with the Programmatic team in the framework of the activities

7. Participate in evaluation committees that are required in the framework of the implementation of small and medium infrastructure activities.

8. Make recommendations in terms of viability and stability of the works, as well as the execution times.

9. Participate in the preparation of budgets for infrastructure activities that ensure the availability of materials for the implementation of the works.

10. Technical assistance in the field to execute the implementation plan, including monitoring visits, advice and preparation of progress reports and recommendations.

11. Support in closing small program infrastructure activities.

12. Participate in technical meetings with different actors to present progress and results

13. Support the Colombia Transforma Program in the implementation of the methodology for the realization of small and medium-sized infrastructure works, that ensure the involvement of the beneficiary communities and that allow for organizational strengthening in the Program Department.

El programa OTI/Colombia est dirigido a ayudar el gobierno colombiano instalar su propia flexible, y eficiente capacidad de respuesta rpida para victorias rpidas; iniciar la implementacin de la paz en las geografas de seguridad nacional ms importantes, y proporcionar asistencia tcnica puntual y estratgica a los tres niveles de gobierno.

Resume del cargo:

El profesional local de arquitectura e ingeniera brindar apoyo tcnico al equipo del Programa Colombia Transforma durante la identificacin, estructuracin, implementacin y monitoreo de las actividades de construccin y en la adaptacin de pequeos y medianos proyectos de infraestructura. Este apoyo incluye visitas a sitios de infraestructura tcnica, apoyo en el desarrollo de las siguientes reas: seguimiento y supervisin, reuniones tcnicas y trabajo conjunto con las comunidades, asegurando la implementacin exitosa y la finalizacin de las actividades del programa en los departamentos, entre otros. Este puesto se basar en las oficinas regionales del programa.

General: 5 aos de experiencia en ejecucin e implementacin de proyectos de infraestructura, con enfoque social.

Especifica: Experiencia en formulacin e implementacin en proyectos de pequea infraestructura preferiblemente en trabajo con la comunidad en zona rural y poblaciones beneficiarias, autoridades locales y regionales del nivel nacional. Experiencia como residente y/o director de obra, contratista, diseador, interventor en proyectos de infraestructura social (acueductos, alcantarillados, vas, instituciones educativas, urbanismo etc.). Asesor tcnico de obras de pequea y mediana infraestructura preferiblemente con Programas de Cooperacin y experiencia en implementacin de Planes de Manejo Ambiental en obras es deseable.

Actividades/ tareas:

1. Coordinar la formulacin e implementacin de actividades de pequea y mediana infraestructura en los Departamentos de intervencin del Programa.
2. Revisar, verificar y aprobar los presupuestos, trminos de referencia y productos de las actividades
3. Prestar asistencia tcnica para la formulacin de proyectos de construccin y adecuacin de pequea y mediana infraestructura.
4. Supervisar las obras de pequea y mediana infraestructura para asegurar su estabilidad.
5. Realizar acompaamiento tcnico al equipo Programtico de Colombia Transforma en la identificacin y viabilidad del desarrollo de actividades de pequea y mediana infraestructura.
6. Elaborar trminos de referencia de infraestructura en conjunto con el equipo Programtico en el marco de las actividades
7. Participar en comits de evaluacin que se requieran en el marco de la implementacin de actividades de pequea y mediana infraestructura.
8. Realizar recomendaciones en trminos de viabilidad y estabilidad de las obras, as como los tiempos de ejecucin.
9. Participar en la elaboracin de presupuestos para las actividades de infraestructura que aseguren la disponibilidad de materiales para la implementacin de las obras.
10. Asistencia tcnica en campo para ejecutar el plan de implementacin, incluyendo visitas de monitoreo, asesora y elaboracin de informes de avance y recomendaciones.
11. Apoyo en cierre de actividades de pequea infraestructura del Programa.
12. Participar en las reuniones tcnicas con diferentes actores para la presentacin de avances y resultados
13. Apoyar al Programa Colombia Transforma en la implementacin de la metodologa para la realizacin de pequeas y medianas obras de infraestructura, que aseguren el involucramiento de las comunidades beneficiarias y que permitan el fortalecimiento organizacional en los Departamentos del Programa.
