Proposal Summary:

The Economic Governance for Development Project (EGDP II) will help the USAID Mission in Egypt strengthen economic governance reform; improve anti-corruption and public administration capacity; and develop and implement new service delivery models. EGDP II will support the Government of Egypts structural reform program, as defined by Egypts Sustainable Development Strategy 2030, and the National Anti-Corruption Strategy 2019-2022. This is an estimated $39 million project with a period of performance of five (5) years.

Position Summary:

The Public Administration and Reform Expert/Deputy Chief of Party (DCOP) will be responsible for overseeing the project and reporting to USAID in the absence of the Chief of Party (COP) and may move into the COP position in the last months of the program. S/he will be primarily responsible for leading the projects efforts to support anti-corruption and governance reforms in Egypt, particularly providing technical assistance to government ministries on implementing their anti-corruption plans, advising on development of reform management information systems, and selection/analysis/tracking methodologies of governance indicators, including related public outreach. This position requires both senior management and technical expertise.

Responsibilities:

  • Assist the COP in managing both administrative and technical aspects of the project; serve as liaison to USAID when necessary.
  • Provide technical leadership for the projects Component 2: Anti-Corruption and Public Administration Capacity Improvement.
  • Provide support for the implementation of mutually agreed elements of Egypts Anti-Corruption Strategy, in particular as related to training of public employees and administrative reform.
  • Engage with the private sector to pursue anti-corruption objectives.

Qualifications:

  • At least 10 years of experience leading donor-funded technical assistance initiatives, including maintaining productive relationships with host country counterparts at senior and staff levels who are directly involved in implementing reforms.
  • Masters degree in public administration, economics or related fields required; PhD preferred.
  • Must possess a technical background in public administration, such as design and implementation of governance reforms, design or implementation of data systems to track public sector performance; public outreach related to reform advocacy, and supervision of research.
  • Expertise in one or more of the following areas preferred: anti-corruption reform; audit strengthening; ethics/integrity training for civil servants; anti-corruption initiatives in the private sector.
  • Proficiency with the use of international and country-generated measures of government effectiveness.
  • Experience leading economic or governance reform efforts on the part of a public sector and/or local research institution or think tank.
  • Demonstrated outstanding interpersonal and supervisory skills are required.
  • High spoken and written fluency in both Arabic and English required.
