Project Summary:
The Iraq Genocide Recovery and Persecution Response (GRPR) is an activity of Management Systems International (MSI) under its Governance Integration for Stabilization and Resilience (GISR) in MENA Project of the USAID's Middle East Bureau.
The 22-month activity is part of USAID's response to help populations in the Middle East and North Africa recover from the ISIS genocide against ethnic and religious minorities and preserve pluralism in the region. The Iraq GRPR program will help facilitate USAID efforts to support ethnic and religious minorities to heal and restore their communities, support economic recovery, and prevent future atrocities. USAID programming addresses the immediate, life-saving and recovery needs of these populations, as well as the challenges of restoring access to essential services, rehabilitating critical infrastructure, improving access to jobs, supporting local businesses, and mobilizing local and national actors to prevent future atrocities.
The purpose of this GISR-supported Activity is to explore more effective and integrated approaches to aiding survivors and victims of SGBV, through assessments of current activities, the design of one or more pilot projects testing improved interventions, and learning, sharing, and “scaling up” of promising approaches. Activities will focus on communities in the Ninewa Plains, and perhaps elsewhere in Northern Iraq. The GRPR Activity is scheduled for 22 months, beginning in November 2018.
Position Summary:
The Consultant will provide guidance and expert knowledge on ethnic and religious minority groups in Iraq, including on cultural, political, and community affairs and dynamics to MSI to strengthen knowledge and understanding of the community and context to better inform GBV programming. The consultant will also facilitate meetings with key leaders from ethnic and religious minority groups and may co-facilitate community engagement meetings with MSI.
Consultant Advisor must be widely accepted throughout the different Iraqi ethnic and religious communities and must not be politically affiliated in any way that suggests bias.
Activities:
- Advise MSI on cultural, religious, and political traditions, inter- and intra-community dynamics;
- Recommend approaches for community sensitization to GBV pilot programs;
- Recommend influential and relevant community leaders including women leaders to contribute to identifying community priorities and needs, and to support local partners.
- Co-facilitate and participate in community meetings and convenings in ethnic and religious minority communities as requested by MSI.
- Provide additional guidance and advice as requested by MSI.
Duration:
The Level of Effort for this assignment should not exceed 20 days.
Period of Assignment:
August 15, 2019 through December 31, 2019
Deliverables:
- Set up and co-facilitate meetings with MSI and ethnic and religious minority groups in program areas. At least 1 meeting with key stakeholders in Sheikhan, Qaraqosh, and Telkaif/Sinune; incorporate host community members as appropriate and based on specific recommendations of Advisor and MSI partners.
- Document key findings and recommendations for engaging political, religious, and other community leaders, specifically on topics related to GBV programming in liberated areas where ethnic and religious minorities return. Final report should include nuances between different communities as well as geographic locations and should advise MSI on effective strategies (maximum 5 pages and due January 31, 2020).
Qualifications:
- Fluent in Arabic, Kurdish (Kermanji), and English required;
- Strong linkages with a wide of political, government, civil society and religious stakeholders in ethnic and religious minority communities in Ninewa;
- Able to travel throughout Ninewa and to Erbil as required;
- Experienced working with communities and facilitating high level meetings;
- Strong English writing and reporting skills.
