Project Summary:
The Iraq Genocide Recovery and Persecution Response (GRPR) is an activity of Management Systems International (MSI) under its Governance Integration for Stabilization and Resilience (GISR) in MENA Project of the USAID's Middle East Bureau.
The 22-month activity is part of USAID's response to help populations in the Middle East and North Africa recover from the ISIS genocide against ethnic and religious minorities and preserve pluralism in the region. The Iraq GRPR program will help facilitate USAID efforts to support ethnic and religious minorities to heal and restore their communities, support economic recovery, and prevent future atrocities. USAID programming addresses the immediate, life-saving and recovery needs of these populations, as well as the challenges of restoring access to essential services, rehabilitating critical infrastructure, improving access to jobs, supporting local businesses, and mobilizing local and national actors to prevent future atrocities.
The purpose of this GISR-supported Activity is to explore more effective and integrated approaches to aiding survivors and victims of SGBV, through assessments of current activities, the design of one or more pilot projects testing improved interventions, and learning, sharing, and “scaling up” of promising approaches. Activities will focus on communities in the Ninewa Plains, and perhaps elsewhere in Northern Iraq. The GRPR Activity is scheduled for 22 months, beginning in November 2018.
Position Summary:
The Consultant will provide technical support to MSI and its local partner on a negotiation program designed to build local negotiation skills to prevent GBV. The Consultant must be experienced in negotiation, GBV, and must have a strong understanding of cultural differences among different ethnic and religious communities in Iraq, particularly as they relate to traditional negotiation and mediation practices within informal tribal and religious justice systems. The Consultant will be responsible for reviewing and adapting existing materials on negotiation, with a particular focus on GBV prevention. The Consultant will train male and female negotiators who are selected as part of this program through MSI's local partner using the manual and will provide following training and technical guidance as needed by the partner.
Activities:
- Review materials (provided by MSI and others identified by Consultant) on how effective legal advocacy skills to advance the legal rights of women and girls who experience gender-based violence (GBV) and discrimination;
- Adapt training materials to account for changes to relevant laws in Iraq and the Kurdistan Region of Iraq (KRI) to guide lawyers representing women from Sheikhan who are experiencing or at risk of GBV and may need help with a range of legal issues.
- Develop training program (adapting existing materials) with a strong focus on developing and strengthening lawyers' legal advocacy skills;
- Conduct initial 5-day experiential training on developing legal skills required to provide quality legal representation from a client- and survivor-centered approach to advance the legal rights of women and girl GBV survivors, tailored to women and girls from ethnic and religious minority communities that have been affected by genocide;
- Conduct following up training after lawyers have been working within the community to identify how they are handling cases, provide technical guidance and additional training to strengthen legal advocacy skills from a client- and survivor-centered approach;
- Provide technical assistance to MSI's local partner on a quarterly basis;
- Provide input on monitoring, evaluation and learning tools used to evaluate the pilot;

The Level of Effort for this assignment should not exceed 20 days.

Deliverables:
- Training materials including an updated legal advocacy training manual with exercises and other materials determined to be useful by the Consultant such as power point.
- Training reports for beginning and mid-program trainings about how to engage in legal advocacy on a GBV program with ethnic and religious minority communities affected by genocide.
- Summary quarterly reports on technical assistance provided to local partner and lawyers with recommendations on how to strengthen the program and ensure adequate support the local partner and negotiators. Technical assistance reports should include anonymous case studies to illustrate successful strategies and challenges for advancing women's and girls' legal rights and to prevent GBV within communities affected by genocide.
Qualifications:
- A minimum of 5 years of experience as a lawyer in Iraq;
- 3 or more years of experience working with survivors of GBV;
- Strong commitment to gender equality and combatting violence against women;
- Demonstrated experience conducting trainings that incorporate experiential educational techniques;
- Strong writing skills and experience writing reports;
- Arabic language fluency (written and spoken) is required;
- English language fluency preferred;
- Bachelor level degree or equivalent required
