Health Sector Specialist, Monitoring of the Integrated Health Systems Strengthening and Service Delivery (IHSS-SD), Performance Management Support Contract (PERFORM), Pakistan

Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year performance management support contract PERFORM to Management Systems International (MSI). Under PERFORM MSI provides monitoring support, evaluations, assessments, and learning support services to USAID. These services provide evidence-based data and information and high-quality analysis that USAID program managers use to target resources and inform project design and implementation to improve project results and achieve objectives.

Position Summary:

MSI is seeking a health sector specialist to be part of a team that will monitor the activities of the USAID-funded Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) project. John Snow Inc. (JSI) is the implementing partner (IP) of the project. The purpose of the IHSS-SD project is to support USAIDs commitment to build the Government of KP capacity to achieve better health outcomes. IHSS-SD interventions have been designed to improve access to quality health services in the target districts (Charsadda, Lakki Marwat, Swat, and Mohmand) consist of family planning, maternal and child health, nutrition, immunization, and water sanitation and hygiene (WASH) interventions. These interventions will decrease morbidity and mortality among women of reproductive age and in children under five in the target districts. The project is coupled with targeted systems strengthening activities at the provincial and district level.

The health sector specialist will travel to various districts of Khyber Pakhtunkhwa (KP), it includes Peshawar, Charsadda, Lakki Marwat, Swat, and Mohmand. The estimated duration of the assignment is approximately six months, from August 2019 through January 2020, contingent on final approvals.

Responsibilities:

  • Review all relevant documents required to understand the third-party monitoring (TPM).
  • Under the assignment managers guidance, conduct a robust secondary analysis of various databases Training Information Management System, Monitoring and Supervisory System, and Health Information Management System and related documents.
  • Participate in a team planning workshop (TPW) in Islamabad to finalize the TPM design and develop data collection instruments and data collection and analysis plans.
  • Participate in, and at times lead, field monitoring activities, including conducting interviews and supervising field researchers, to collect high-quality data.
  • Participate in data analysis and report writing.
  • Contribute to a debriefing session with USAID/Pakistan.
  • Coordinate and liaison with the implementing partners activity managers, and government counterparts, if necessary.
  • Under the direction of the assignment manager, undertake other tasks required for the successful completion of the TPM assignment.

Qualifications:

  • At least a masters degree in a related field.
  • A minimum of seven years of health sector experience in qualitative and quantitative data collection.
  • Willingness and ability to travel to the field is required.
  • Fluency in written and spoken English and Urdu is required, knowledge of Pushto is desired.
  • Field experience and home of record in one of the following locations is preferred but not required:
    • Peshawar
    • Charsadda,
    • Lakki Marwat,
    • Swat,
    • Mohmand
  • Must be willing to travel throughout Pakistan.

Conflict of interest in this context includes, but is not limited to: close and/or family relations with the individuals that are related to the project, financial interest in the implementing organization(s) or grantees, current or previous experience with the project being monitored or the USAID requesting office, etc.
