Project Summary:
Increased Demand and Engagement for Accountability (IDEA) is a 3-year USAID funded activity to strengthen the civil society sector with an emphasis on working in all regions of Sri Lanka. Currently, the project is in the second year of implementation. Its objective is to support CSO work on national and local governance issues and to build capacities of CSOs and networks.

Position Summary:
There is a vacancy for a Program Officer at MSI Colombo. The Program Officer will be responsible for effectively managing sub-grants made to civil society partners. They will be maintaining relationships with CSO partners, networks, local officials, and the community. S/he will support design of grants, coordinate with program leadership, and work closely with partners during implementation to achieve effective outcomes.
Responsibilities:
- Ensure effective use of digital technology and related innovations to enhance citizen's engagement with the public and accountability of CSOs and the government and/ work closely with youth led movements/ organizations to facilitate objectives of IDEA
- Work with the IDEA technical team to identify innovative approaches and field activities that promote IDEA objectives.
- Ensure youth, gender, diversity and conflict sensitivity aspects are included in grant design and implementation.
- Support grantees to successfully design and monitor project activity implementation.
- Ensure grantees comply with the financial and project reporting requirements of their IDEA grant.
- Support the Grants Management team to monitor grantees activities and collect data for the IDEA Performance Monitoring Plan together with the Monitoring and Evaluation team.
- Support the organizational development initiative that will be implemented by IDEA and be a liaison between the capacity building service providers and the grantees.
- S/he will liaise with key project stakeholders in different parts of the country including, but not limited to, civil society actors, local authorities, provincial authorities and other government officials.
Qualifications:
- Bachelor's degree in a relevant field. Master's Degree or post-graduate diploma will be an advantage.
- 5 years' experience in relief, development or campaign related work in an international/ national non-government agency.
- Hands-on experience in working in the field of governance, social-cohesion, gender and sustainable livelihoods are advantageous.
- A strong conceptual understanding of gender equality/youth empowerment and barriers to it in the Sri Lankan context and demonstrated experience in project/campaign work in these areas
- Demonstrated experience in use of new science, technology and innovation (e.g.: Social media, hackathons etc.) for social causes and familiarity with STIP concepts and their integration in project and campaign work (for the technology focal point) OR working with youth and or youth organizations
- Fluency in English and one national language required; proficiency in a second national language desired and will be a distinct advantage.
- A good understanding of and commitment to gender and diversity considerations
- Conversant with MS Office applications.
