Project Summary:
The Iraq Genocide Recovery and Persecution Response (GRPR) is an activity of Management Systems International (MSI) under its Governance Integration for Stabilization and Resilience (GISR) in MENA Project of the USAID's Middle East Bureau.
The 22-month activity is part of USAID's response to help populations in the Middle East and North Africa recover from the ISIS genocide against ethnic and religious minorities and preserve pluralism in the region. The Iraq GRPR program will help facilitate USAID efforts to support ethnic and religious minorities to heal and restore their communities, support economic recovery, and prevent future atrocities. USAID programming addresses the immediate, life-saving and recovery needs of these populations, as well as the challenges of restoring access to essential services, rehabilitating critical infrastructure, improving access to jobs, supporting local businesses, and mobilizing local and national actors to prevent future atrocities.
The purpose of this GISR-supported Activity is to explore more effective and integrated approaches to aiding survivors and victims of SGBV, through assessments of current activities, the design of one or more pilot projects testing improved interventions, and learning, sharing, and “scaling up” of promising approaches. Activities will focus on communities in the Ninewa Plains, and perhaps elsewhere in Northern Iraq. The GRPR Activity is scheduled for 22 months, beginning in November 2018.
Position Summary:
The Consultant will advise and provide support to MSI's Iraq program team in its design of a Mental Health and Psychosocial Support Services (MHPSS) pilot intervention to support women in Northern Iraq living in non-camp locations who are from minority and host communities who seek MHPSS services. The Consultant will build on the GRPR-Iraq project's Service and Context Mapping and literature review to provide recommendations to MSI for the design and implementation of an MHPSS pilot that is gender- and trauma-sensitive and accounts for local capacities and cultural factors that inform both service delivery and access of services. The pilot will serve as a platform for better understanding and learning around MHPSS services, needs of local and survivor community and capacity of providers. The aim is to test and adapt the model for expansion and scaling. The consultant will look at how capacity of local service providers can be enhanced, priority areas of intervention and recommend key actions and methods, priority locations and local partners.
Duration:
The Level of Effort for this assignment should not exceed 20 days.

June 2019 through January 31, 2020
Deliverables:
- A report with recommendations for the design and implementation of an MHPSS pilot intervention that is culturally appropriate and geared to responding to women who suffered CRSV and SGBV. The report will include both critical areas of intervention and methodology and tools for effective modes of intervention. In addition, the report will recommend geographic sites and indicate any local partners best suited for implementation.
- Brief review of MSI's MHPSS pilot proposal.
- Participation on the MSI technical committee of proposals submitted for the pilot MPHSS.
Qualifications:
- Graduate degree (at least Masters level) in a relevant field of psychology or licensed clinical social work required.
- Field programming and implementation experience on MHPSS, sexual and gender-based violence (SGBV) projects required. Work experience with conflict survivors required. Strong belief in human rights and gender equality required.
- Deep understanding of issues facing ethnoreligious communities in Northern Iraq
- Minimum 8 years' experience, at least five (5) years in conflict-affected settings.
- Experience in Northern Iraq required ed.
- Strong communication and inter-personal skills; ability to engage/cultivate collaborative relationships with project stakeholders, government officials.
- Fluency in English, Kurdish, and Arabic required.
- Strong English writing skills required.
