Logistics Specialist, Nigeria Monitoring Project, Abuja, Nigeria

Project Summary:

The purpose of the Nigeria Monitoring Project (NMP) is to establish a third-party monitoring system to monitor, verify, and analyze trends on humanitarian programs in Nigeria funded by USAID's Office of U.S. Foreign Disaster Assistance (OFDA) and the Office of Food for Peace (FFP). The program will create an independent and verifiable monitoring mechanism for OFDA and FFP programs in Nigeria that will increase OFDA, FFP, and their partners' understanding of the outputs, outcomes, processes, progress, quality, challenges, achievements, and lessons learned of their projects.

Position Summary:

The Logistics Specialist will manage all logistical requirements associated with the project. The position reports directly to the Finance and Administrative Specialist and requires close coordination with the Security Specialist in Maiduguri. The Chief of Party (COP) and MSI's home office Project Management and Security Management staff will also provide overall guidance.

This position will be based full-time in the NMP office in Abuja and may require regular travel throughout the Northeast Nigerian states.

Responsibilities:

  • Manage all logistical requirements, schedules, transportation, routing and any required equipment to facilitate staff travel between Abuja and Maiduguri
  • Manage or assist in all vendor-originated purchases – from purchase requests and orders to requests for quotations, bid analyses, vendor selection, vendor deliveries and purchase receipts.
  • Collaborate with commercial flight operators and UN charted transportation providers to arrange frequent and time-sensitive staff flights
  • Maintain up-to-date inventories of all project-associated property in accordance with government requirements and corporate practices.
  • Coordinate all activities closely with the project Security Specialist in Maiduguri, MSI's home office security team and the home office project management team.
  • Manage all use of project transportation assets in Abuja.
  • Serve as the project headquarters main point of contact for all matters related to project security. Specifically, oversee the work of the Security Specialist in Maiduguri as it relates to status reporting, asset serviceability, security vendor readiness, and quality of contracted security services in the NE states.
  • Collaborate with the Maiduguri-based Security Specialist to ensure that the security vendor conducts activity site reconnaissance, route analysis, and threat assessments associated with travel to planned M&V activity sites, so as to determine both primary and alternate travel routes and “safe harbor” location options
  • Any other assignments as determined by the Chief of Party, Deputy Chief of Party or Finance and Administrative Specialist

Qualifications:

  • A university degree in a relevant field will be given preference
  • Three years of experience and practical knowledge of USAID procurement regulations, logistical planning and execution, security/safety-related subjects, threat/risk assessment, security management, and personal/organizational security awareness
  • Strong level of understanding of threats and risks in Northern Nigeria
  • Ability to use modern communications technology (computers, software, cellular and satellite equipment, tracking devices, etc.)
  • Fluency in English
  • Advanced proficiency in the use of MS Office suite
  • Experience with USAID funded projects preferred
  • Sound human relation skills, integrity, a commitment to the safety of others, and solid communications skills.

Success Factors:

The candidate will have strong organizational skills, ability to interact effectively with international and national staff, vendors, subcontractors and clients. He/she will possess strong English language verbal and written communication and translation skills and will be a solid team player. He/she will possess a demonstrated ability to multi-task, be a strategic thinker and operate with genuine dedication to program support.
