Project Summary: **
The three-year USAID Senegal Mission Wide Monitoring & Evaluation Project (MEP) will provide USAID/Senegal with performance measurement and management support activities, including but not limited to monitoring and evaluation design, program evaluation design and implementation, impact evaluation design and implementation, sectoral assessments, surveys, activity/project design, target setting, and statement of work (SOW) development for evaluation activities. This contract seeks to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.
Position Summary:
MSI MEP is seeking a French-speaking expert in out-of-school children and youth (OOSCY) to participate in a USAID/Senegal-funded national study of out-of-school children and youth for Senegal's Ministry of Education. MSI MEP is conducting the study, which is expected to last 5 months.
Responsibilities:
The OOSCY Expert will work closely with a Senegalese data collection organization to guide the implementation of the study, in close coordination with MEP's Senior Evaluation Specialist and Chief of Party. While the scope, general methodology and sampling plan have already been developed, the OOSCY Expert will guide details of the study's methodology, especially concerning talking with vulnerable populations. In addition, the OOSCY Expert will assist with the following tasks:
- Developing data collection and analysis tools.
- Developing the questionnaire guide.
- Training enumerators or trainers of enumerators.
- Analyzing collected data.
The OOSCY Expert will make two trips to Senegal: first to help develop tools, and next to help oversee field work and assist with data analysis.
Qualifications:
- The OOSCY Expert must have the following minimum qualifications:
- A Bachelor's Degree – an advanced degree (Master's or PhD) is a plus.
- At least 10 years' experience working with out of school youth and street children.
- Ability to read, write and speak French at a professional level, with sufficient vocabulary to communicate easily about OOSCY issues.
- Experience with research or evaluation methodologies related to OOSCY studies.
- Experience working in Africa.
