Project Summary:
The purpose of AMELA is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:
The Gender Advisor will lead gender technical design for all key project components, including knowledge management, performance monitoring, performance and impact evaluations, and sharing lessons learned and best practices.
Estimated Level of Effort: Full Time
NTA Scale: Grade B, Steps 1-5
Responsibilities:
- Serve as the lead professional on gender-related aspects of AMELA;
- Liaise internally and externally as needed to oversee gender inclusion in AMELA-related activities;
- Facilitate all staff and AMELA-related activities to communicate inclusion of gender considerations;
- Provide internal training to AMELA staff and subcontractors or short-term consultants on gender-related matters;
- Provide leadership on ensuring consideration and voice of women in AMELA-related activities;
- Participate in planning evaluations, third-party assessments, and other activities identified by AMELA senior professionals;
- Ensure that scopes of work include an awareness of how women and men can and should contribute equally;
- Ensure that gender equality is reflected in all AMELA-related initiatives;
- Supervise implementation to ensure effective and culturally appropriate methods are used to capture accurate, timely and useful data from ongoing AMELA programs;
- Guide development of reports, powerpoint presentations, on-line media, etc. to share lessons learned and best practices in women's empowerment and gender equality for diverse audiences and stakeholders, including relevant contractors, GIRoA, USAID/Afghanistan, etc.;
Qualifications:
- University degree (Master's preferred) in relevant field;
- Minimum of five (5) years work experience in programming for women's development or gender with skills and abilities working with women in an Afghan or similar environment;
- Deep understanding of women's and gender equality issues in Afghanistan both at national and local levels;
- Expertise in strategic gender planning, gender analysis, gender budgeting, preparing/conducting gender impact assessments, and gender mainstreaming;
- Ability to develop and interpret monitoring results of gender-sensitive indicators;
- Demonstrated experience in identifying areas where gender issues are likely to arise and planning strategically to ensure gender inclusion in activity design, implementation, and monitoring and evaluation;
- A substantial understanding of gender equality with knowledge of relevant international and national gender and human rights instruments, conventions and legislation is highly desirable;
- Evaluation, data collection and analytical skills required;
- Fluent English is required, and Dari and Pashto language skills are preferred.
