Project Summary:

The purpose of AMELA is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:

The Procurement and Compliance Manager reports directly to the Deputy Chief of Party (DCOP). He or she works cooperatively with the other Project employees to contribute to the success of the AMELA Project.

Estimated Level of Effort: Full Time

NTA Rate: Grade C, Steps 1-5

Responsibilities:

Procurement:

  • Performing procurements that are highly visible, but not limited to the following: cradle to grave procurement functions for fixed price contracts, lease agreements, delivery orders, purchase orders, and other agreements for MSI offices, guesthouses, ministry and field-based offices;
  • Ensuring transparency and value for money in the procurement process in accordance with MSI procurement policies and procedures;
  • Creating Purchase Requisition Forms and Purchase Orders and having them approved by the DCOP or designated authority prior to undertaking any purchases;
  • Obtaining competitive bids/quotations for all major and bulk purchases and produce price analysis summary sheet for the approval of the team member in charge;
  • Producing standard procurement plans for day-to-day regular and routine purchase, e.g. food, office and cleaning supplies;
  • Recommend and advise technical office personnel concerning the selection of procurement instruments to use in order to accomplish project objectives;
  • Review incoming requisition documents to ensure they adequately reflect the requirements and comply with rules and regulations of MSI procurement policy;
  • Prepare required documents for Request for Quotations (RFQ) in accordance with MSI procurement policies and procedures;
  • Control the flow of information from the Office to the offering community during the bids/quotation's preparation stage, ensuring that all requirements of full and open competition are met and that the integrity of the procurement process is upheld;
  • Distribute award documents, including insurance of proper recording of the award files;
  • Provide all required notifications to unsuccessful bidders and offers;
  • Performing procurement administration functions such as providing review, recommendation and drafting of correspondence on administrative award approvals, and clarifying award terms and provisions to awardees and Technical Offices;
  • Maintaining filing systems/database for procurement related work.

Compliance:

  • Conduct periodic internal reviews and investigations of compliance issues, to ensure that procedures are followed.
  • Compliance check of bids/quotations, ensuring compliance with all published RFQs, IFBs.
  • Serve as a confidential point of contact for employees to seek clarification on compliance issues or report irregularities.
  • Maintain documentation of compliance activities, such as complaints received or investigation outcomes.
  • Review documentation, such as procurement records, to ensure there are no violations of standards or regulations.
  • Provide employee training on compliance related topics, policies, or procedures.
  • Monitor the implementation of company policies and procedures.

Qualifications:

  • A Bachelor's degree in a relevant field;
  • Minimum four (4) years' work experience in relevant trade, preferably with an international organization.
  • Computer proficiency with demonstrable experience using MS Office applications.
  • Fluency in written and spoken English, Dari and Pashto languages.
  • Proactive approach to local markets and prices with a good knowledge of local and overseas suppliers.
