Project Summary:
Pending project award, MSI is preparing to support the U.S. Department of State (DOS) Foreign Service Institute (FSI) by managing a multi-year leadership and organizational development (OD) services project. MSI will be responsible for the following activities:
- Overseeing a roster of qualified internal and external trainers, coaches and OD consultants to deliver services for DOS Foreign and Civil Service Officers, as well as executive leadership;
- Providing quality assurance and guidance of instructor-led training (ILT) and OD deliverables;
- Managing a calendar of leadership and supervisory development trainings;
- Managing a coaching program that provides on-on-one coaching for DOS staff; and
- Managing on-demand requests for OD activities such as team or office assessments, organizational diagnosis and recommendations, facilitation of team-building and strategic planning retreats, and after-action reviews.
Position Summary:
The Project Director will work with a Project Manager and a part-time Technical Advisor to provide oversight and management of the activities undertaken by the project. S/he will be the main point of contact with FSI and will lead all technical and management aspects of the project. The Project Director will be a full-time project staff member who works at MSIs home office in Arlington, VA.
Responsibilities:
Support the overall management and delivery of training, coaching and OD activities by:
- Building and maintaining strong relationships with client representatives.
- Ensuring trainer, coach, and OD consultant compliance with project quality standards and procedures.
- Supervising and working with a Program Manager and Technical Manager to identify, recruit and onboard qualified and experienced OD consultants, leadership, supervisory development trainers and coaches to carry out project activities.
- Setting and maintaining professional quality standards for training, coaching and OD activities that are consistent with organizational and adult learning principles.
- Supporting the evaluation of professional and organizational development (POD) activities.
- Providing final review and quality assurance of all project materials and deliverables.
- Developing a workplan for the project and overseeing its implementation.
- Monitoring the budget.
- As needed:
- Conducting needs assessments to determine appropriate PD or OD interventions.
- Planning and facilitating team-building retreats, consultative events, or other meetings.
- Co-designing and co-delivering training sessions ranging from a few hours to several days.
- Limited international travel.
Qualifications:
- At least 10 years of experience managing similar leadership, learning and OD programs.
- 15 years as a trainer, facilitator, curriculum developer, or other related experience.
- Masters degree in international affairs, public administration, organizational development, human resources, instructional design, or related fields required.
- Certification in and experience providing leadership or executive coaching a plus.
- Strong interpersonal skills to work closely and collaborate with project staff, consultants, and client point of contact.
- Strong writing skills.
- Previous experience with DOS and FSI a plus.
