Mid-Term Performance Evaluation of USAID's Financial Sector Transformation (FST) Activity in Ukraine

Proposal Summary:

An independent mid-term performance evaluation will determine the relevance, efficiency, and effectiveness of FST's interventions, addressing 5 key components of the Activity, looking at progress and achievements, and determining the impact of FST on intended objectives and achievements. The evaluation will be conducted principally in Kiev, with some possible regional travel within Ukraine. Citizens of Ukraine are strongly encouraged to apply.

Position Summary:

The Local Financial Specialist will support the evaluation process and provide local financial expertise. S/he must have detailed knowledge of Ukraine's financial sector and development context, an understanding of key stakeholders and actors, and other information relevant to the success of the FST evaluation. Additional experience designing or conducting performance evaluations of financial programs in Ukraine or the Eastern Europe/CIS region is desirable.

The mid-term evaluation process will run from April to August 2019, with field work to be conducted in-country in May and June 2019.

Responsibilities:

The selected candidate will work collaboratively with the project team to support the evaluation under the direction of the Technical Lead (LD). The Local Financial Specialist will contribute to the design of data collection instruments, participate in data collection through methods such as focus groups, key informant interviews and site visits in Kyiv and regionally. S/he will be expected to support rigorous analysis and development of findings and conclusions in the draft and final evaluation reports.

Qualifications:

  • Economist (sector specialist or financial advisor)
  • A minimum of a Bachelor of Arts (BA)/Bachelor of Science (BS) +10 years' experience;
    • Master of Arts (MA)/Juris Doctor (JD) + 7 years' experience; or Doctorate (PhD) +5 years' experience desirable.
  • Detailed knowledge of Ukraine's financial sector and development context.
  • Understanding of key local stakeholders and actors
  • Experience designing or conducting performance evaluations of financial programs
  • Ukraine experience highly desirable
  • Knowledge of Easter Europe and CIS region desirable
  • Fluency in Ukrainian preferred; fluency in English desirable
  • Willingness to travel regionally through Ukraine essential.
