Proposal Summary:

USAID/Philippines intends to issue a five-year project that will help the mission effectively practice and lead collaborating, learning and adapting (CLA). The project will generate evidence from monitoring, evaluation and research related to the implementation of the missions Country Development Cooperation Strategy (2019-2024). The activity will integrate learning into mission staff culture, systems and processes. Rigorous meta-analysis and dissemination of lessons learned will be required to shed light on the U.S.-Philippines partnership and adaptive management requirements in the journey to self-reliance. This is an anticipated $25 million project scheduled to start in October 2019.

PositionSummary:

The CLA Advisor is a senior member of the project team and serves as a lead for tasks in areas that include as synthesis of learning information, convening workgroups to review lessons and results from monitoring and analytic activities, and working with USAID and partners to identify data needs and share lessons related to the achievement of program objectives.

Responsibilities:

• Serve as a subject matter expert and focal point for CLA tasks and initiatives.
• Facilitate the development and use of learning agendas and a variety of M&E approaches to fill in knowledge gaps and allow for evidence-based decision-making.
• Identify and develop processes, tools and mechanism for systematic learning, dissemination and adoptive management.
• Detect and fill knowledge gaps in USAID and implementing partner programming, including identifying and testing assumptions, challenges and information gaps related to development theories of change.
• Design and manage learning symposia and other events to promote knowledge and learning for USAID and implementing partners.
• Execute training and capacity building tasks to increase knowledge, skills and appreciation for CLA and so that performance management efforts by partners are more effective.
• Provide training and reviews of USAID and partner learning plans.
• Capture results and measure impacts from project activities and develop mechanisms to disseminate those lessons and integrate the lessons in development programming.
• Foster opportunities for internal and external stakeholder engagement in the design and implementation of programming to promote local ownership, local solutions and support the countrys journey to self-reliance.

Qualifications:

• Masters degree in a social science, development studies or related field preferred.
• Five (5) years of direct experience in one or more of the following fields: monitoring & evaluation, organizational capacity building, organizational development or training.
• Three (3) years of experience designing and delivering training or other learning sessions for adult audiences.
• Proven ability to lead teams and to work collaboratively with colleagues and counterparts.
• Experience working on development programs in the Philippines or in the region is desirable.
• Experience with USAID, Millennium Challenge Corporation or The Asian Development Bank preferred.
• Fluency in English with excellent written and oral communications skills. Basic knowledge of Tagalog is a plus.
