Proposal Summary:

USAID is planning a multi-year E-governance and Anti-corruption project in BIH. The project seeks to diminish corruption by automating processes. This includes advancing the implementation of e-signature and interoperability among governmental institutions and the implementation of e-services, enhancing and making more transparent electronic public procurement system, and giving the stakeholders, civil society organizations and the general public tools for monitoring and scrutinizing government activities.

Position Summary:

MSI seeks candidates for Finance and Operations Manager (FOM) position. The FOM will facilitate efficient and effective financial and administrative operations of the project. S/he will support the Chief of Party in managing financial, personnel, operational, procurement, and security matters and will ensure full compliance with USAID and MSI policies and procedures.

Responsibilities:

  • Provide oversight to administrative aspects of project including finance, accounting, procurement, human resources, and IT systems.
  • Ensure compliance with all relevant standards including conformity with USAID requirements and MSI internal regulations and development of good practice standards.
  • Ensure that all costs incurred are reasonable, allowable, and allocable.
  • Oversee grants, sub-contracts, and commodity procurement in in line with USAID regulations.
  • Ensure compliance with all local laws and regulations, including but not limited to project registration and taxation, and act as liaison with government agencies regarding project related matters.
  • Track budgets, monitor expenditures and ensure proper cost control.
  • Contribute to the overall program planning, monitoring, and reporting.

Qualifications:

  • Bachelors degree in a relevant subject such as finance and accounting, business administration or other relevant area. Masters degree preferred.
  • Minimum of eight (8) years professional experience in international development with at least four years of experience in leadership positions managing development project operations.
  • At least three years of experience managing operations and financial administration of USAID funded projects.
  • Strong leadership and communication skills and ability to manage and be flexible in difficult and challenging circumstances.
  • Experience overseeing procurements and service contracts in compliance with donor regulations, with knowledge of USAID regulations.
  • Native fluency in local languages and spoken and written fluency in English required.
