Project Summary:

The Iraq Genocide Recovery and Persecution Response (GRPR) is an activity of Management Systems International (MSI) under its Governance Integration for Stabilization and Resilience (GISR) in MENA Project of the USAID's Middle East Bureau.

The 22-month activity is part of USAID's response to help populations in the Middle East and North Africa recover from the ISIS genocide against ethnic and religious minorities and preserve pluralism in the region. The Iraq GRPR program will help facilitate USAID efforts to help ethnic and religious minorities heal and restore their communities, support economic recovery, and prevent future atrocities. USAID programming addresses the immediate, life-saving and recovery needs of these populations, as well as the challenges of restoring access to essential services, rehabilitating critical infrastructure, improving access to jobs, supporting local businesses, and mobilizing local and national actors to prevent future atrocities.

The purpose of this GISR-supported Activity is to explore more effective approaches to aiding survivors and victims of SGBV, through assessments of current activities, the design of one or more pilot projects testing improved interventions, and learning, sharing, and “scaling up” of promising approaches. Activities will focus on communities in the Ninewa Plains, and perhaps elsewhere in Northern Iraq. The GRPR Activity is scheduled for 22 months, beginning in November 2018.

Position Summary:

Based in Erbil, Iraq, the Field Program Representative/Chief of Party (COP) will be responsible for the overall management and implementation of the pilot program activities, focusing on results, quality and timeliness of respective deliverables. S/he shall reside in Iraq for the life of the activity, and will provide technical and strategic direction for the activity, with overall responsibility for ensuring quality control, the appropriateness and overall responsiveness of all assistance provided under the contract, staff management, budget/financial management and program reporting. The Field Program Representative/COP will be the primary liaison with relevant USAID Mission staff in Iraq, as well as other pertinent stakeholders and implementing partners.

Responsibilities:

  • Provide overall project strategic direction and technical leadership
  • Hire, support, build the capacity of and oversee operational and technical field staff
  • Coordinate closely with relevant donors, other USAID Implementing Partners, INGOs, CSOs and the KRG/GOI in implementing this activity.
  • Ensure the activity complies with USAID and U.S. Government policies and procedures and contractual requirements
  • Serve as the main point of contact for GISR Iraq activity with the Activity Manager at USAID/Washington, D.C., and liaise with the primary liaison in USAID/Iraq; participate in bimonthly calls and take part in briefings; respond to requests for information. Liaise with the Erbil special representative of the Middle East Bureau's' Office of Minorities and Pluralism.
  • Lead work planning, progress monitoring, and project implementation.
  • Develop pilot service ideas and work closely with local partners to test those ideas. Ensure pilots are appropriately monitored and measured to capture learning. Prepare successful services for marketing for replications.
  • Document project progress in monthly reports, success stories and quarterly and annual reports.
  • Oversee project management systems for finance and administration, logistics, and human resources.

Qualifications:

  • Graduate degree in a relevant field such as gender studies or relevant social science field required.
  • Field programming and implementation experience on gender and sexual and gender-based projects required. Work experience with conflict survivors strongly preferred.
  • Minimum 10 years' experience, at least five (5) years of which is in senior level management and leadership positions, including experience in conflict-affected settings.
  • Chief of Party or Deputy Chief of Party experience preferred.
  • Prefer experience in Iraq and/or the Middle East and North Africa.
  • Strong communication and inter-personal skills; ability to engage/cultivate collaborative relationships with project stakeholders, government officials, and build consensus amongst multiple actors as required.
  • Fluency in English required; Arabic desired. Strong writing skills preferred.
  • Demonstrated experience with and understanding of USAID systems and policies; previous experience in implementing USAID contracts/cooperative agreements preferred.
